Review of September Minutes 3) City Council Liaison Report a) Councilman Snyder presented on the reorganization of the City Manager’s office and discussions around Metro ridership. b) Vice Chair Andrew Olesen requested City Staff to consider the applicability of the Bike Master Plan with every new project in the City with the option for public feedback. 4) Public Comment i) Pat Conley commented on advocacy for improvements of pedestrian safety and bike facilities and is a member of Falls Church Forward advocacy group. ii) Vice Mayor Letty Hardi commented on requests for mid-block crossings at Godfrey Bakery and brought up CACT to potentially advocate for a fare-free student program for public transit in the City. 5) Greening of Lincoln Presentation a) Anthony Dudley presented on the initial concept plans and background on the Greening of Lincoln project. b) Comments included concerns on eliminating on-street parking, expanding links of bike lanes to the W&OD and on Lincoln Ave to the city line, restrictions of bus turning radius, and possibility of additional traffic calming measures. c) Request for an in-person walking tour prior to the virtual December CACT meeting. 6) DPW Update The City of Falls Church is committed to the letter and spirit of the Americans with Disabilities Act. To request a reasonable accommodation for any type of disability, call 703-248-5297 TTY711. a) Zak Bradley presented changes in PROWAG (Public Right of Way Accessibility Guidelines). Paving a street that has brick crosswalks on it has to bring the intersection into compliance, which is more than the budget for the entire paving program. i) If you modify one sidewalk ramp, you have to bring the receiving ramp into compliance. b) Tara Hoff presented the City Paving Plans Memo and discussed the 20 MPH Awareness Campaign. The new 20 MPH signs are to be installed by mid to late November. c) Zak Bradley and Tara Hoff presented the mark-up of bike facilities for Park Avenue. i) CACT members noted 7) NTC Monthly Update a) Staff presentation of recent progress with NTC cases. Next steps for Staff include reviewing placement of speed humps on E Columbia Street, attending the Winter Hill HOA meeting for Gundry Drive and Annandale Road, data collection for S West Street, along with other various reviews of traffic calming measures. Fowler Street & N Roosevelt Street added to NTC queue. 8) Greenway Downs 60% Plans a) Staff to send out notification of the 60% plans letter to residents by the following week prior to the consultant painting on curb extensions. 9) Committee Member Roundtable a) Vote on Quinn/Homestretch Development Comment Letter i) CACT members discussed changes and most important comments. ii) Passed 4-0 in favor of revision to add the most important comments. Letter to be sent out when comments are due on October 13, 2023. 10) Adjourn (approx. 10:30 p.m.), passes 4-0
