MINUTES OF THE PUBLIC UTILITY COMMISSION PURPOSE OF MEETING: City of Falls Church Public Utility Commission (PUC). DATE OF MEETING: Oct 18, 2023 PLACE OF MEETING: Virtual via Microsoft Teams MEETING CALLED TO ORDER BY: Chairperson Kirk at 7:00 pm THOSE PRESENT: PUC Members Staff Member: Daniel Kirk Name: Behailu Kifle Member: Martha Haines Name: Tony Dudley, Staff Liaison Member: Marcellus Davis Member: Michael Doctor Member: Julian Hamilton Martha Haines was not able to join due to traveling. Schedule of Future Meeting Date 11. Adjourn PUC Meeting Business: Meeting called to order at 7:00 pm, Oct 18, 2023. Virtual Meeting Notice was read by the Chairperson. No Comments were received. Stormwater CIP Mr. Dudley updates on, • Trammel branch- Pipe lining with CIPP. • Hillwood I-Additional easement to get, expect contractual work in December and boots on the ground in January • Upper Lincoln Ave-Fund by EPA, expect for bid in January. • Sherrow Ave -Design is underway • Hillwood II- In the process of assistance project manager talking with consultant about impact. Greening of Lincoln. Mr. Dudley also gave a presentation on Greening of Lincoln and sidewalk project that he presented to CACT (Citizens Advisory Committee for Transportation). The plan is to address the sidewalk and the storm water issues at the same time. The design starts in November 2023. Project must be approved for construction by the council by December 2024. The presentation was sent to the commissioners for review and let Mr. Dudley if the commissioners have any question. Mr. Kifle also gave a presentation on Inflow and infiltration(I/I) study in Hillwood area. Water entering the system from outside the sewer network adds to the total flow reaching the treatment plant/increase operation and treatment costs. Cause sanitary sewer overflow. The City is planning to move from lining the pipe to lining the manholes since the I/I contribution and cost of rehabilitation for manhole is more reasonable. The meeting adjourned at 9:00 pm. Next Meeting: Wednesday, January 17, 2024 at 7:00 pm at City Hall in the Laurel Room on the lower level.
