1) Meeting is called to order at 7:04 p.m.

3) City Council Liaison Report
a) Councilman Snyder presented on updates with issues arising with funding for Metro, and that
the City is prepared to figure out how much to contribute in the upcoming year’s budget.
Councilman Snyder also mentioned that there is a large interest and support to move forward
on transportation projects such as the Bicycle Master Plan Update.
4) Public Comment
a) Toni Haraldsen made a public comment on previous issues with the flashing red and yellow
traffic lights at the intersection of S Maple Avenue and W Annandale Road. Councilman
Snyder responded stating that it was an equipment failure, and has been fixed.
5) Bicycle Master Plan Update Presentation
a) Kerri Oddenino presented on the Bicycle Master Plan Update and shared attachments such as
the Staff Report to City Council, the Existing Conditions Memo, the Public Engagement
Report, the 2015 Bicycle Master Plan, and the Virginia Tech Student Study. Based on
feedback from public engagement, Staff recommends proceeding with conceptual design for
bicycle facilities for the East-West Connection, E Broad Street, N West Street, S West Street,
and Great Falls Street.
b) Arthur Agin commented on the importance of reviewing E Broad Street and how the master
plan can coordinate with future developments such as the West Falls Development.

c) Vice Chair Andrew Olesen commented on the effort from staff on the update so far, and
emphasized bicycle facilities for Park Avenue. Also emphasized the importance of the
Bicycle Master Plan to reach those who are “Interested but Concerned” with increased
bicycle facilities.
6) Greening of Lincoln Comment Review
a) Aaliyah Smith updated CACT on the current status of the Greening of Lincoln project. Staff
is not currently ready to bring any more updates at this time, but will return in February 2024
once the project is scheduled to be brought to City Council in January 2024.
7) DPW Update
a) Tara Hoff presented updates on the 20 MPH Campaign and the W&OD Trail Crossings.
i) All 20 MPH signs are installed for the first phase of the project. The commentary piece
by CACT was ran in the Falls Church News Press on December 14, 2023.
(1) The 20 MPH speed limits are planned to be rolled out in phases.
ii) Staff received a draft report from the consultant earlier this week at the W&OD Trail
Crossings and it is under review. The draft report is planned to be included at the January
meeting.
8) NTC Monthly Update
a) Staff presentation of recent progress with NTC cases. Next steps for Staff include placing an
order for light traffic calming solutions for E Columbia Street, calculating the NTC Risk
Score for Noland Street, and discussing potential heavy solutions for S West Street.
9) Vote on E Jefferson NTC Case
a) CACT voted 6-0 in favor of staff recommendation to move forward with heavy solutions.
10) Vote on S West Street NTC Case
a) CACT voted 6-0 in favor of staff recommendation to move forward with the case in the NTC
queue due to the “high” priority result. CACT requested Staff to review for heavy solutions
due to higher than average speeds.
11) Review of CACT 2024 Annual Report and 2024 Priorities
a) CACT members to work on a comment review matrix of the annual report to be completed in
January 2024.
12) Review of Bicycle Facilities on Annandale Road
a) Vice Chair Andrew Olesen walked through a memo documenting possible bicycle facilities
along W Annandale Road to connect important destinations within the City’s bicycle
network. Staff responded that possible bicycle facilities will be investigated.
13) Review of City Crash Analysis
a) Vice Chair Andrew Olesen presented a document summarizing City crashes and is awaiting
review by the Police Department.
14) Adjourn (approx. 9:10 p.m.), passes 6-0
