January 2023 Citizens Advisory Committee on Transportation Meeting Minutes 1) Meeting is called to order at 7:01 p.m. 2) Administration a. Roll call a. Erin Kampschroer (Chair) – Present b. Review of December Minutes 3) Public Comment a) David Beddoe made a public comment on safety concerns around drop-off and pick-up times at Oak Street Elementary School. Some of the safety concerns include vehicles blocking the crosswalks and students crossing the street. Request for staff to forward to Police for additional enforcement. 4) City Council Liaison Report a) Councilman Snyder mentioned upcoming projects including the Greening of Lincoln project and the Bicycle Master Plan gathering interest of City Council. Other safety areas of concern include stop sign compliance throughout the City and the telephone pole on Washington Street which was hit twice in December causing power outages. Councilman Snyder mentioned the City is working with Dominion Power to prevent future crashes and outages. Request from CACT for City Council to review Vision Zero policy during the upcoming Council Retreat. 5) Bicycle Master Plan Update a) Kerri Oddenino gave a brief update on the Bicycle Master Plan Update. Based on feedback from public engagement, work is proceeding with conceptual design for bicycle facilities for E Broad Street, North and South West Street, Great Falls Street, and Park Avenue along with the East West Connection between the W&OD Trail and West Falls Church. The concepts should be ready in mid-February. The next community meeting has also been moved back to mid-February. Work is also continuing on the Bicycle Master Plan mark-up. The City of Falls Church is committed to the letter and spirit of the Americans with Disabilities Act. To request a reasonable accommodation for any type of disability, call 703-248-5297 TTY711. 6) DPW Update a) Haejin Kim presented on an update with the W&OD Trail Crossings Report. The report was received last week and is currently under review. The report should be ready to share at the February CACT Meeting. b) CACT requested to see the data as soon as it is ready. 7) NTC Monthly Update a) Staff presentation of recent progress with NTC cases. Staff received a completed petition from Fowler Street and ordered light traffic calming solutions for E Columbia Street. Next steps for Staff include conducting a site visit to Greenway Downs, scheduling a Neighborhood Working Group meeting for E Jefferson Street, and conducting a site visit to S West Street to review possible traffic calming solutions. 8) Vote on Noland Street NTC Case a) CACT voted 2-2, and one member abstained, to move Noland Street from the NTC Program to the Missing Links Program, which did not pass. The vote is delayed to the next meeting and requested for staff to discuss the options with the neighborhood working group. CACT also requested regular updates and more information on the Missing Links Program. 9) Review of CACT 2024 Annual Report and 2024 Priorities a) CACT members to work on a comment review matrix of the annual report to be completed in January 2024. Chair Kampschroer is going to compile the comments to fit into the annual report to City Council. b) Chair Kampschroer requested for each member to list their priorities for 2024. c) CACT noted two main items for next meeting which include more information on the Rapid Response Crew (Traffic Crew) and the Missing Links Program. 10) Review of CACT 2023 Transportation Dashboard a) Vice Chair Olesen presented the data gathered for the dashboard to be included in the annual report. 11) Review of Traffic Injuries and Bicycle Crashes Memo a) Vice Chair Olesen presented the findings of traffic injuries and bicycle crashes to be included as an appendix to the annual report. 12) Adjourn (approx. 8:30 p.m.), passes 5-0
