February 2024 Citizens Advisory Committee on Transportation Meeting Minutes 1) Meeting is called to order at 7:04 p.m. 2) ACTION ITEM: Vote to Determine if Chair Kampschroer can Participate Remotely a) CACT approved for Chair Kampschroer to participate remotely 4-0. Review of January Minutes 4) Introduction of Police Chief Shahram Fard a) Police Chief Fard noted excitement to join the City and meet CACT members to work with them on transportation safety and issues in the future. CACT members noted transportation concerns around crosswalk safety at Oak Street Elementary School during pick up and drop off times and enforcement for speeding on S West Street. John Bentrup mentioned the need for City speed trailers to record speed data. 5) City Council Liaison Report a) Councilman Snyder mentioned advocating for photo enforcement in Richmond and it was tabled until 2025. Noted that CACT will be invited to the NVTC Envision Route 7 BRT briefing at an upcoming City Council meeting. John Bentrup raised the question if red light cameras can record data without issuing citations. Staff to defer to the City Attorney. 6) Public Comment a) David Beddoe commented on watching the crosswalk safety issues at Oak Street Elementary School and noted the issue remains. The City of Falls Church is committed to the letter and spirit of the Americans with Disabilities Act. To request a reasonable accommodation for any type of disability, call 703-248-5297 TTY711. 7) Greening of Lincoln Update a) Anthony Dudley gave a brief update on the Greening of Lincoln Project and noted that current funding does not cover other improvements not tied to stormwater improvements and staff are actively looking for funding. Public engagement includes a Town Hall scheduled for February 27th at 7PM in Council Chambers, yard signs, and walking tours along Lincoln Ave once the weather is warmer. The bike lanes will be extended from Arlington County to Yucatan Street and bikes will share the road in other sections as the speed limit will be reduced to 20 MPH. b) CACT members also emphasized the importance of moving the walking tour dates earlier to make sure any feedback can still be incorporated into the plans. 8) Bicycle Master Plan Update a) Kerri Oddenino gave a brief update on the Bicycle Master Plan Update and walked through the draft markup of the plan document. Arthur Agin noted including Complete Streets in the plan and to focus on the implementation section of the new plan. Additional comments include looking at a pedestrian master plan with more improvements to fill a gap not covered by the bicycle master plan. 9) DPW Update a) Tara Hoff presented on the W&OD Trail Crossings Memo. Additional analysis was completed to recommend three out of five intersections to be considered for 4-way stop signs. Grove and Great Falls Streets are not considered. Next steps included meeting with NOVA Parks on the series of recommendations. i) Andrew Olesen commented for stop signs to be considered for Great Falls since it has been referred to as one of the most dangerous crossings on the W&OD Trail. Tara Hoff also noted that for Grove and Great Falls, other options would have to include HAWK signals at a minimum instead of stop signs. b) Tara Hoff presented on a short overview of the Missing Links Program. Current Missing Links projects include Wallace Street (between Washington & Maple Ave) and 5 sections on Hillwood Ave. The current projects relate to the ARPA multimodal funding identified back in January 2023 with just over one million set aside for improving sidewalks, crosswalks, and ramps. 10) NTC Monthly Update a) Staff presentation of recent progress with NTC cases. Staff anticipating receiving the 100% Greenway Downs Plans by the end of the week. Other updates include conducting a neighborhood working group meeting with Noland Street at the end of the month, E Jefferson Street working group was generally in favor of proposed speed hump locations, and Staff received a completed petition from Fowler Street. 11) Adjourn (approx. 9:00 p.m.), passes 3-0
