February Minutes approved with 5-0 vote. d. Changes to CACT Membership a. ACTION ITEM: Elect Chair i. John Bentrup nominated Arthur Agin and seconded by Jessica Hegenbart. CACT voted 5-0 to elect Arthur Agin as Chair. b. ACTION ITEM: Elect Vice Chair i. CACT voted 5-0 to elect Stuart Whitaker as Vice Chair. c. Introduction of New CACT Member David Beddoe 3) City Council Liaison Report a) Councilman Snyder could not attend the meeting, but passed on the following message: “Regionally, we continue to work on Metro funding and local projects to be a part of the regional and Northern Virginia long-term plans. We submitted comments on Metro’s budget. With regard to the Route 7 BRT, we are beginning the effort to provide funding in the future so that the project can move forward beyond the planning stages.” 4) Public Comment a) Jason Green, a resident on E Columbia Street, made a public comment on the current neighborhood traffic calming project on the street. Staff will relay concerns to DPW to reevaluate the effectiveness of the painted curb extensions with flexi-posts at the intersection and Lawton Street. b) Gerard Mene, a resident on E Columbia Street, made a public comment expressing concern of the lack of communication from the neighborhood working group on the current neighborhood traffic calming project and the neighborhood divide on speed hump locations/signs. To request a reasonable accommodation for any type of disability, call 703-248-5297 TTY711. 5) Bicycle Master Plan Update a) Kerri Oddenino gave an update on the Bicycle Master Plan Update focused on priority route concepts and the markup of the master plan document. Bike route concepts include traffic calming, bike lanes, protected bike lanes, and shared use paths. The East-West Connection between the W&OD Trail and the Secondary Schools Campus Route are being developed and are in draft form with staff comments. Staff is planning on sending out a community survey to gather input on the master plan and concepts. b) Chair Agin discussed the potential benefits of bike lanes on E Broad Street for traffic calming, while other members emphasized the need for a traffic study. Vice Chair Whitaker raised concerns about the impact on buses and future BRT. c) Chair Agin highlighted concept strengths for S West Street, while staff noted snow plowing concerns with road separation. Jessica Hegenbart suggested bike lanes through curb extensions for traffic calming as a hybrid solution. d) Chair Agin requested to consider Great Falls Street in two sections (north of the W&OD and south of the W&OD trail) and John Bentrup proposed a single bike lane on one side and sharrows on the other to allow for more parking. e) For Park Avenue, Chair Agin suggested raised intersections/bump-outs to keep parking options. John Bentrup and Jessica Hegenbart advocated for hybrid bicycle facilities and bike lanes through curb extensions. f) Kerri Oddenino presented draft concepts for the East-West Connection. Several CACT members saw Option #3 of widening the sidewalks on W Broad Street as the best option and more feasible. 6) DPW Update a) DPW Staff Liaisons are absent and will present at next month’s meeting. 7) NTC Monthly Update a) Staff presentation of recent progress with NTC cases. Staff are looking to send out neighborhood votes for E Columbia Street and E Jefferson Street in April. Staff received the traffic data for N Roosevelt Street and will present the case prioritization memo at the next meeting. 8) Greenway Downs 100% Plans a) Staff received the Greenway Downs Project 100% plans and sent out the notification letter to residents. 9) ACTION ITEM: Vote on Noland Street Case Prioritization a) As requested by CACT, Staff held a neighborhood working group meeting to discuss the addition of a new sidewalk and traffic calming for Noland Street. Working group members requested heavy solutions for Noland Street in addition to the new sidewalk connection. b) CACT voted 3-1-1 in favor for Staff to review for potential heavy solutions, such as speed humps. 10) ACTION ITEM: Vote on Fowler Street Case Prioritization a) CACT voted 5-0 in favor to pause the case for six months due to its “low” risk level to review other higher priority cases within the NTC queue. 11) Committee Member Roundtable a) Request to move the Review of Draft 2024 CACT Annual Report to City Council to be earlier in the agenda to discuss for the next meeting. 12) CACT voted to extend the meeting at 9:00 p.m. until 9:30 p.m., passes 5-0. CACT voted to extend the meeting again for 15 minutes at 9:30 p.m., passes 5-0. Adjourn (approx. 9:45 p.m.), passes 5-0.
