April 2024 Citizens Advisory Committee on Transportation Meeting Minutes 1) Meeting is called to order at 7:02 p.m. 2) ACTION ITEM: Vote to Determine if David Beddoe can Participate Remotely a) CACT approved for David Beddoe to participate remotely 4-0. 3) Administration a. March Minutes approved with 5-0 vote. 4) City Council Liaison Report a) Councilman Snyder could not attend the meeting since he is out of the country working with Ukrainian refugees. 5) Committee Member Roundtable a) Review of Draft 2023 CACT Annual Report to City Council i) CACT members discussed validating the data in the report and removing the yellow highlighted sections. David Beddoe and Stuart Whitaker plan to meet with past CACT member, Andrew Olsen to discuss the transportation dashboard and clarify edits in the report. Further discussion on the transportation dashboard requested for the May agenda. ii) CACT to vote to approve the annual report following additional edits at the next meeting. 6) Demographics Chapter Update a) Zoe Larive presented on the update to the Demographic Chapter in the Comprehensive Plan. The presentation included the importance of demographics, demographics trends, projections, the City vision, and strategies. Zoe Larive requested for comments in the form of a letter on the chapter by the end of April. b) CACT members commented on sources of the demographics data, population projections, and school budgets based on the demographics report. David Beddoe commented on wanting to see how the strategies listed would be implemented. Zoe Larive noted that the chapter is more data heavy and more specific information is outlined in other chapters. Zoe Larive noted that staff will consider and review the comments. 7) DPW Update a) There is no formal update from DPW for this meeting. b) John Bentrup commented on bus stops in the City not following the master plan with obstructions in the way of the back of the bus exit/entrance. Tara Hoff noted an ADA Transition Plan is in the works and will address bus stops and sidewalks. The plan will also look at PROWAG and best practices for accessibility. John Bentrup also noted the request for red light camera baseline data, Staff will follow up with Police on this. c) Chair Agin commented on the lane closure for Founders Row II. Tara Hoff noted the permit allows closures between 9:00AM and 3:30PM on weekdays. 8) NTC Monthly Update a) Staff presentation of recent progress with NTC cases. Staff are looking to send out neighborhood votes for E Columbia Street and E Jefferson Street in April. Staff is reviewing traffic calming solutions for Noland Street and S West Street. Staff received a completed petition for Poplar Drive Hill and Sherrow Avenue. 9) ACTION ITEM: Vote on N Roosevelt Street Prioritization a) Staff recommended moving forward with the development of solutions for N Roosevelt Street due to a “high” risk level from the traffic data. b) CACT voted 3-1-1 in favor for Staff to review for potential heavy solutions, such as speed humps. 10) CACT voted to extend the meeting at 9:00 p.m. until 9:30 p.m., passes 5-0.
