MOTION: Ms. Schantz-Hiscott moved, seconded by Ms. Hardi, that the City Council
Government Operations Committee approve electronic participation by Phil Duncan in this
meeting, for medical reasons, pursuant to the City Council’s Policy for Remote Participation in
City Council Meetings, as adopted by Resolution 2023-06.
