CALL TO ORDER 2. ROLL CALL 3. ELECTRONIC PARTICIPATION MOTIONS Mr. Duncan was remote due to medical reasons. Debbie Schantz-Hiscott moved, seconded by Letty Hardi to approve electronic participation by Mr. Duncan in today’s meeting, for medical reasons, pursuant to the City Council’s Policy on Participation in Meetings Through Electronic Means, as adopted by Resolution 2023-06. ROLL CALL VOTE: There being no further discussion, Ms. Hardi called the roll on the motion: Ms. Hardi: AYE Ms. Schantz-Hiscott: AYE The motion PASSED on roll call vote, 2-0. 4. CLOSED SESSION pursuant to VA Code § 2.2-3711. A. 1.
