ENVIRONMENTAL SUSTAINABILITY COUNCIL
Thursday, January 19, 2017 7:30 - 9:30 Dogwood Room, City Hall
Call to Order: Members Cory Weiss, Peter Adriance, Andy Crawford, Hannah Trauberman, Philip
Skotte, Tika Wallace, Tim Stevens, Dan Sze, Sarah Bayldon. City Staff: Loren Bruce (Development
Services), Rick Goff, Economic Development Director, EDO - Presenter.
Public Comments: None.
Approval of Minutes (December 15, 2016): Minutes were approved.
New Business:
Timeline of Development projects in the City and when the ESC should be involved in
planning: Rick Goff, Falls Church City’s Economic Development Director, presented the
development review process in the city and on how and when the ESC might engage in the
process. Among other things, he suggested that a member of the ESC attend meetings of the
Economic Development Authority or monitor EDA agendas to stay apprised of upcoming
projects as early as possible. He also suggested that the ESC develop a environmental guidance
for multi-use development to ensure that City staff, developers and other key stakeholders are
aware of the ESC's goals.
Cottage housing development: It was decided to review the ordinance, and schedule a visit to
the site.
A Falls Church City resident made comments as to the benefits of small cottage communities,
proper community size and advantages. While he had concerns with the proposed City cottage
ordinance, he was in favor of cottage housing, especially when using SIP construction, as they
can lead to net-zero communities.
Resignation of Member: Peter Adriance will not renew his council membership and is
resigning his post from the ESC and the ETS.
Work Session: The group considered using February’s meeting as a work session on
reviewing and updating the environmental sections of the City’s generic Voluntary Concessions
document.
Old Business:
Streetscapes: Dan Sze reported that that the Streetscape Task Force was very successful and
that recommendations were presented to City Council.
Rain Smart: Rain Smart grant program offered by the city. Approximate launch date by June.
Next meeting: Thursday, February 16th, 2017.
