City of Falls Church - Housing Commission MINUTES PURPOSE OF MEETING: The five-member Commission is appointed by the City Council for three-year terms. The Housing Commission maintains awareness of housing needs and opportunities, including affordable housing; proposes housing policy initiatives and changes; investigates fair housing complaints and conciliates these complaints; mediates conflicts relating to the Virginia Residential Landlord & Tenant Act and offers reconciliatory services in conflicts relating to other housing laws. Will these be administered like other ADUS? Homeownership as well? Do not have an answer on this • Do not want it all to be commercial. • Take out the properties in your report that are unlikely to develop (Columbia Baptist Church etc.) • Be open and creative to what types of housing is able to be built. • Add some environmental tree canopy requirements. • Please add the Housing Commission to the approval process. Have sufficient public review. Intro of new Environmental Sustainability Coordinator – Andrew Young He introduced himself. He has been a long time member of the environmental sustainability council. Greenhouse gas reduction will be the biggest City commitment. The hope is to reduce levels to 50% from 2005. He is working with residents and staff to facilitate energy use planning for the first half of 2023. Update on East End Small Area Plan – Emily Bazemore, City Planner Presentation may be found here: https://www.fallschurchva.gov/2128/East-End-Small-Area-Plan • Get feedback from commercial businesses • Look into possibilities for affordable housing • Keep Eden Center as it is, do not change it. • Commission is in support of 10% affordable housing that is in perpetuity Amazon 2 Homeownership Program Update – Mansur Abdul Malik, NHPF Plans are moving forward. All terms have been agreed to except for one which is in negotiation regarding the Developer agreement. This will happen soon. NHP and City Office of Communications staff have met on the website for the program. Amazon 3 Acquisition Strike Fund Update – Staff Brenden Woodley The licensing agreement is being finalized along with the MOU. They are getting income verifications from residents for financing. Affordable Dwelling Unit (ADU) Update – Staff Kayleen Mark • There is a 2-bedroom senior unit and a 1bedroom non-senior unit at Founders Row. • Assisting Tinner Hill with certifications • Waitlist – 197 renters /23 Homeownership Housing Goals Update – Commissioner Meredith Anderson City housing numbers by income level/AMI were discussed. A group of commissioner has been compiling the numbers and making recommendations. They requested feedback and will update for the next meeting. AMI data from the past is needed. Housing Commission Membership & Recruitment Status– Staff Jones Three potential members have applied. Two will be selected by the Council nominating committee. By next meeting there should be five members.
