City of Falls Church - Housing Commission
MINUTES
PURPOSE OF MEETING: The five-member Commission is appointed by the City Council for
three-year terms. The Housing Commission maintains awareness of housing needs and
opportunities, including affordable housing; proposes housing policy initiatives and changes;
investigates fair housing complaints and conciliates these complaints; mediates conflicts relating
to the Virginia Residential Landlord & Tenant Act and offers reconciliatory services in conflicts
relating to other housing laws.

• Minutes reviewed, Hannah motioned to approved, Justine seconded
Intro of New Commissioners – Justine Underhill, Grayson Timoner
• Grayson introduced himself
• Justine introduced herself
Amazon 2 Homeownership Program Update – Mansur Abdul Malik, NHP Foundation
• Mansur noted the subgrantee agreement is ready to be signed
• Plan to execute within the week
• Plan to move forward with website
• Plan to move forward with houses once agreement is executed
• Letty wanted a realistic date, Mansur, Dana and Brenden provided timeframe and
overview of process
Amazon 3 Acquisition Strike Fund Update – Staff Brenden Woodley
• Council would like a copy of the MOU
• Letty wants the commission to take an active role in what is going to happen at this
property
o Potentially use a small working group, or use working group time
o Potentially use the next meeting to discuss
• Meredith would want folks who are in Va Village to participate
Affordable Dwelling Unit (ADU) & Housing Update – Staff Kayleen Mark
• Kayleen noted the ADU status, including number of units becoming available and
number of units occupied
• Letty wanted to know if Priority 1 should include 55 and up versus the current 62 and up
Approval of FY 23 ADU Rents and Homeownership Sales Prices – Staff Kayleen Mark
• Kayleen discussed rent and homeownership charts
• Letty asked how much rents have changed since last year, noted 10% increase
• Hannah motioned, Grayson seconded ADU rents and sales prices approved, all present
voted yes
Housing Goals Update – Commissioner Meredith Anderson
• Meredith presented
• Team wanted to make the Fields a priority agenda item in 2023
• Committee agreed to disseminate housing goals presentation and come to next meeting
with suggestions
• Kayleen could email out updates
Steve Sprague Housing Champion Award for Affordable Housing Advocacy – Staff Jones
• Dana discussed the Steve Sprague award and recommended that it be discussed in an
upcoming committee meeting
• This award was created by the Commission in honor of a past chair and awards a resident
who has championed affordable housing in Falls Church
Other
• Once Jordan comes back there should be elections for committee positions
• Community member T-Zone comment
o Brenden read main points of comment into meeting
o Committee to send their own comments to the Planning Commission
• Possible short meeting, outing next meeting
• Brenden to send t-zone presentation and email from community member

All comments will be provided to the Housing Commission members and comments received by the
deadline will be read during the meeting.
