City of Falls Church - Housing Commission MINUTES PURPOSE OF MEETING: The five-member Commission is appointed by the City Council for three-year terms. The Housing Commission maintains awareness of housing needs and opportunities, including affordable housing; proposes housing policy initiatives and changes; investigates fair housing complaints and conciliates these complaints; mediates conflicts relating to the Virginia Residential Landlord & Tenant Act and offers reconciliatory services in conflicts relating to other housing laws. DATE OF MEETING: November 9, 2023 PLACE OF MEETING: In Person (City Hall Laurel Room) w/ Virtual Option MEETING CALLED TO ORDER BY: Meredith Anderson at 6:34 p.m. THOSE PRESENT: Commission Members Guests Meredith Anderson – Chair Phil Duncan, Council Member (Virtual) Jordan Hicks – Vice Chair Gene Gresko Hannah Jordan Pirouz Kahnmalek Justine Underhill Mikayla Edmunds, Student Rep City Council Liaison Joseph Cobucci, Student Rep Letty Hardi Staff Kayleen Mark Brenden Woodley 1. Approval of Minutes – Chair Meredith Anderson a. Jordan motion to approve b. Hannah seconded 2. Affordable Housing Fund Selection – Staff Brenden Woodley a. Kayleen provided an overview of the application i. There is an application for the AHF and the HC will have to make an official motion to call it and someone to volunteer to Chair b. CCAU Program Extension i. Motion to approve the AHF Committee ii. Jordan seconds iii. All say aye c. Jordan Hicks volunteered to be the Chair of the committee i. Housing Commission agreed 3. Housing Update & 2023 Rent Limit Updates – Staff Kayleen Mark a. Kayleen provided an overview of the new Rent and Sales Limits b. Letty asked why the sales limits are discussed since there are no sales limits c. Meredith motioned to approve i. Justine seconds ii. All said aye iii. Motion passed 4. Public Comments – Chair Meredith Anderson a. Gene inquired about the Affordable living Policy selection criteria i. Meredith noted that the topic will be discussed per agenda 5. Affordable Living Policy Committee Selection – Staff Brenden Woodley a. Brenden said that this discussion will narrow down the selection criteria and will someone from the Housing Commission to participate i. Facilitator (non-voting) 1. Nancy Vincent Or Jill Norcross with NVAHA ii. Council member (1) 1. To be nominated by City Council iii. Banking or mortgage industry representative (1) 1. Richard Donohoe - long history of working with City for policy updates, very knowledgeable. iv. Developer (1) 1. Bob Young served on the last Affordable Living Policy Update v. Housing Commission member (1) 1. Jordan nominates Hannah, 2. Meredith Seconds, 3. All say aye vi. Human Services Advisory Committee member (1) 1. HSAC Nominated: Jeff Person vii. Falls Church Homeless Shelter Board of Directors 1. HHS to follow up on this. 2. *still looking for someone from the board viii. Planning Commission member (1) 1. Planning Commission will nominate. ix. Business Community Member (1) 1. Tori McKinney – Current realtor, former Housing Commissioner who served on the last Affordable Living Policy Update x. Someone who works with a non-profit (1) 1. HHS to reach out to Homestretch for potential participation xi. someone from the ESOL Community Tenant of an apartment in the City (1) xii. Current or former participant of City Housing programs (1) xiii. (Participant) Youth Rep 6. Affordable Homeownership Program Update & SPARC Program – Staff Brenden Woodley a. Brenden provided an update on the Affordable Homeownership and SPARC Programs b. Brenden also mentioned there was an outstanding proposal for what to do with the budget proposals surplus that could be used to enhance the affordability for families seeking homeownership 7. VA Village Update – Staff Brenden Woodley a. Brenden update on Va Village 8. Joint meeting with Planning and End of year debrief – Chair Meredith Anderson a. Dec 6 - Meet at 630pm -730pm, b. Goals Review - Education piece 9. Other – Chair Meredith Anderson a. Resident Complaint - Roof caved in Broad Falls b. Possible look into moving Housing Commission meetings to the community 10.
