Page 1 of 4 MINUTES Human Services Advisory Council City of Falls Church PURPOSE OF MEETING: To advise City Council on human services delivery to Falls Church citizens. DATE OF MEETING: January 17, 2013 PLACE OF MEETING: Oak Room, 3rd floor East, City Hall MEETING CALLED TO ORDER BY: Kristin Simonsen AT 6:47 pm THOSE PRESENT: HSAC Members: Staff : Christina Crockett Nancy Vincent Craig Cheney Susan Richter Anna Dworken Housing and Human Services David Rogers Kristen Simonsen, Chair City Council: Phil Duncan TOPICS OF DISCUSSION:  Call to Order: Kristen Simonson called the meeting to order at 6:47 pm  There were no petitions  Approval of Minutes: The minutes of October 18, 2012 and November 15, 2012 were approved as presented. OLD BUSINESS:  HSAC Annual Report to Council: Suggestions were given to add to the annual report: rent relief, domestic violence. The report will be presented to Council on January 28, 2013 at 7:30 p.m. It was requested that staff post the report on HSAC web page.  Domestic violence campaign: Domestic violence increases during times of stress. Some good suggestions were provided by HSAC at the previous meeting that staff has implemented.  Child care ordinance: The ordinance will be presented to Council for first reading on February 11 and second reading and approval on February 25, 2013. The ordinance will take effect on March 1, 2013 NEW BUSINESS:  Community Services Fund: Members discussed the grant applications received for this fund. Attached are the final funding recommendations. The recommendations will be provided to the City Manager for inclusion in the budget.  Comments to Draft Affordable Housing Policy: Craig Cheney led a discussion of the draft policy so that HSAC could supply written comments to the City Council.  Page 2 of 4 STAFF REPORT:  Nancy Vincent announced that Anna will be leaving the HSAC when a replacement member is found, and then Craig announced that he may be leaving as well. Craig was appointed to the School Board and is not sure he can serve on both. Nancy will check with the City Clerk since there is not a conflict of interest.  HSAC members asked to have a presentation from the Falls Church Housing Corporation at the February 21 meeting. Nancy will contact the new Executive Director and invite him to speak. MEETING ADJOURNED AT: 8:40 pm The next meeting will be February 21, 2013. Friends of Falls Church Homeless Shelter The grant would finance part of the operational cost of the shelter and partially finance the cost of the Intake and Resident Managers as well as the Case Manager. Falls Church Housing Corporation Funds to implement the installation of over the tub guard rails, senior friendly jar multi openers and/or yoga classes for seniors. FCHC should prioritize how they will spend the funds granted with an emphasis on safety features. Health Systems Agency of Northern Virginia Funds would help support the provision of health data, information, and planning guidance. Homestretch Funds will provide six households with rental assistance for twelve months. Legal Services of Northern Virginia Grant funds would help provide legal aid for low income residents.
