Page 1 of 2 MINUTES Human Services Advisory Council City of Falls Church PURPOSE OF MEETING: To advise City Council on human services delivery to Falls Church citizens. DATE OF MEETING: February 21, 2013 PLACE OF MEETING: Oak Room, 3rd floor East, City Hall MEETING CALLED TO ORDER BY: Kristin Simonsen AT 6:50 pm THOSE PRESENT: HSAC Members: Staff : Christina Crockett Nancy Vincent Anna Dworken Housing and Human Services David Rogers Kristin Simonsen, Chair Others: Jim Garrett, Falls Church Housing Corporation TOPICS OF DISCUSSION:  Call to Order: Kristin Simonsen called the meeting to order at 6:50 pm  There were no petitions.  Approval of Minutes: The minutes of January 17, 2013 were approved. OLD BUSINESS:  Affordable Housing Policy: City Council passed the Affordable Housing Policy without a dedicated funding source and with a stated preference for scattered over standalone affordable housing. The City Manager is open to discussing affordable housing funding during the regular budget process. Housing and Human Services has requested approximately $300,000 in FY14 for affordable housing. NEW BUSINESS:  Falls Church Housing Corporation: Jim Garrett, Executive Director of the Falls Church Housing Corporation (FCHC), provided an overview of the Corporation, including the relationship between FCHC and the NHP Foundation. FCHC noted that it continues to maintain a waiting list for Winter Hill of approximately 50 people. The Corporation is actively seeking new opportunities to add affordable housing units and resident services offerings to the community.  Sunrise Set Aside Program: In response to a recent citizen inquiry, Nancy Vincent sought HSAC feedback on current eligibility requirements for the Sunrise affordable assisted living program. To be eligible, citizens must be Falls Church residents for at  Page 2 of 2 least two years. There is a waiting list for the low income beds while the moderate income beds are not fully utilized. HSAC recommended to Housing and Human Services that staff consider reducing the residency requirement for the moderate income beds. STAFF REPORT:  Falls Church will host the award-winning Northern Virginia Housing Expo on March 16th.  From February 25th to 27th, volunteers in the Fairfax-Falls Church community successfully completed Hot Spot Surveying for the 100,000 Homes Campaign. The data will help fight chronic homelessness, and the campaign will provide permanent housing for the 150 most vulnerable individuals identified in the community.  City Council is considering the revised Child Care Ordinance. Sue Richter alerted all City home day care providers of the Ordinance status and the opportunity to provide public comments. City staff expect Council to pass the Ordinance.  Easter Seals has identified a new space in the City for its day care. In November the City will take over Easter Seals’ current property to house the City’s preschool program. MEETING ADJOURNED AT: 8:50 pm. The next meeting will be March 14, 2013.
