PURPOSE OF MEETING: To advise City Council on human services delivery to Falls Church
citizens.

TOPICS OF DISCUSSION:
Call to Order: Kristin Simonsen called the meeting to order at 6:55 pm
There were no petitions.
Approval of Minutes: Approval of the February 21, 2013 minutes was postponed until
April.
OLD BUSINESS:
Sunrise Set Aside Program: Housing and Human Services is discussing changes to the
eligibility requirements with the City Attorney. The proposed changes would implement
a tiered residency criteria. If there are unused set aside beds, the residency requirement
would be reduced from two years to one.
NEW BUSINESS:
Reserve at Tinner Hill Development Plans: Richard Rose and Michael Rafeedie of the
Lincoln Property Company presented an overview of the project. After discussing
numerous issues, including apartment size, parking, and traffic considerations, HSAC
found that Lincoln Properties responded positively and effectively to the concerns of the
City. HSAC’s one recommendation is a requirement for a portion of the Affordable
Dwelling Units (ADUs) to be accessible for individuals with disabilities. HSAC will
provide this feedback in a letter to City Council.
Anna Dworken announced that she will not seek another term with HSAC.

HSAC members approved a motion to change the monthly meeting start time from 6:45
to 6:30 PM. The change will start with the May meeting.
STAFF REPORT:
The Housing Commission reviewed a new cooperative agreement between the City and
the Falls Church Housing Corporation (FCHC). Under the agreement, FCHC will serve
in a public housing authority role. The term of the agreement is five years.
The Falls Church Homeless Shelter is at risk of losing its lease in a City-owned building.
The Shelter shares the building with the water system’s meter shop. The City will lease
the land to Fairfax County as a part of the water system sale. Fairfax County indicates it
is unable to share the property with the shelter.
MEETING ADJOURNED AT: 8:30 pm. The next meeting will be April 18, 2013.
