Page 1 of 2 MINUTES Human Services Advisory Council City of Falls Church PURPOSE OF MEETING: To advise City Council on human services delivery to Falls Church citizens. DATE OF MEETING: April 18, 2013 PLACE OF MEETING: Oak Room, 3rd floor East, City Hall MEETING CALLED TO ORDER BY: Kristin Simonsen AT 6:50 pm THOSE PRESENT: HSAC Members: Staff : Christina Crockett Nancy Vincent Anna Dworken David Rogers Kristen Simonsen, Chair TOPICS OF DISCUSSION:  Call to Order: Kristen Simonson called the meeting to order at 6:50 pm  There were no petitions  Approval of Minutes: The minutes of February 21, 2013 and March 14, 2013 were approved as presented. OLD BUSINESS:  Sunrise Policy Change: Nancy reported that the Falls Church City Attorney approved a policy change to allow residents living in the City for less than two years to be eligible for the set aside program. Priority will be given to residents who have been in the City for longer than two years. Also, residents with a disability who are under age 62 will be eligible for the moderate income set asides. Priority will be given to those 62 and older.  Winter Shelter: There is a verbal commitment from Fairfax County Water Authority to keep the shelter available through March 2014. NEW BUSINESS:  Rushmark Development Program: Members reviewed and discussed plans for the Reserve at Tinner Hill. HSAC will provide written comments to the City Council on the project by Friday, April 26, 2013.  Miller House: Nancy reported that a focus group met at Christ Crossman United Methodist Church and discussed potential development of the lot for special needs housing. Representatives from Columbia Baptist Church, Falls Church Parks Department, Planning Commission, the City Building Inspectors, Habitat for Humanity, and residents with an interest in the City’s special needs population attended the focus Page 2 of 2 group meeting. There was a consensus that the Miller House site could be used for special needs housing. The group will consider the type of housing at the next meeting. STAFF REPORT:  Community Services Fund: Nancy presented data compiled by Sue Richter concerning City resident use of various area organizations, including the Falls Church Community Services Council, Health Systems Agency, Homestretch, Legal Services, Washington Ear, Winter Shelter, and Falls Church Housing Corporation.  Fare Wheels Program: Nancy reported that a recent survey of City seniors and past program participants revealed that $10 is an appropriate fee to participate in this program. Survey respondents confirmed that the new fee generally does not make the service cost-prohibitive.  HSAC was invited to attend the Affordable Housing Policy Workgroup Celebration at Mad Fox on May 14, 2013 at 6:30.
