Human Services Advisory Council
City of Falls Church
PURPOSE OF MEETING: To advise City Council on human services delivery to Falls Church
citizens.
DATE OF MEETING: April 16, 2015
PLACE OF MEETING: Oak Room, 3rd floor East, City Hall
MEETING CALLED TO ORDER BY: Vicki Barnes at 6:30p.m.

• None
APPROVAL OF MINUTES:
• Call to Order: Vicki Barnes called the meeting to order at 6:30 pm
• There were no petitions
• Approval of Minutes: No prior meeting minutes were presented for approval. Craig
Cheney offered to complete the minutes for the February 19, meeting.
OLD BUSINESS:
• Annual Report to City Council – Vicki Barnes will complete the report and present to the
City Council in May. Date to be determined. Vicki requested a copy of the Minutes and
last year’s report to reference.
NEW BUSINESS:
• Human Services section of the Comprehensive Plan - The HSAC advisory Council has
been asked for input into the City Comprehensive Plan. At the May HSAC the will
complete a brainstorming activity to come up with ideas. Nancy will be asked to email
the Affordable Housing Policy for the team to review prior to the activity. This year’s
City Comprehensive plan will include plans for a new high school.
• Rent Relief Budget FY 2015 (grant year 2014). Reviewed the budget information
provided by HSAC staff. Anne Norloff made a motion to approve the budget and Craig
2nd.

STAFF REPORT:
• City employee of the year – Megan Graham from Court Services
• Mason Row development – Passed first reading by City Council and will be out for
public comment soon
• Inns of Virginia – Purchased attached flower shop and will expand, possibly becoming a
Holiday Inn express.
• Pinwheel Garden: Domestic Violence Awareness Month. Sponsored by Leslyn Barrow,
Human Services Specialist
• April 12-18- National Library week, fine forgiveness
• Domestic Violence cases have increased in FC
• Miller House: HHS is finalizing the design phase of the RFP
MEETING ADJOURNED AT:
The meeting adjourned at 7:30pm. The next meeting will be Thursday, May 20, 2015
