Human Services Advisory Council
City of Falls Church
PURPOSE OF MEETING: To advise City Council on human services delivery to Falls Church
citizens.
DATE OF MEETING: December 17, 2015
PLACE OF MEETING: Oak Room, 3rd floor East, City Hall
MEETING CALLED TO ORDER BY: Vicki Barnes at 6:37 p.m.

APPROVAL OF MINUTES:
Minutes from November 19, 2015 were approved.
OLD BUSINESS:
Community Services Fund for FY2017 – Members received packets with all of the
Community Services Fund applications. Members asked that in addition to new
applicants doing a presentation at the January meeting that Friends of the Falls Church
Homeless Shelter and Legal Services of Northern Virginia also present if they are able.
NEW BUSINESS:
Proposed policy change to Fare Wheels program – Ms. Vincent presented a proposed
policy change to the City’s Fare Wheels program that would allow persons to access two
additional coupon books per month if there is a medical need for increased
transportation. Members approved the policy change provided it does not exceed 110%
of the current budget. They would like to consider this first year as a pilot and to receive
a report in one year.
Transportation Work Group – Ms. Vincent described an effort to bring together City
stakeholders to look broadly at transportation for seniors and persons with disabilities
and to do visioning and set future goals. Ms. Macht volunteered to participate on the
work group.
Affordable Housing Policy – Mr. Cheney asked that a review of the Affordable Housing
Policy be placed on the HSAC agenda in March or April. He would like to have a joint
meeting with the Housing Commission.

Miller House – The proposed development of the Miller House property at 366 N.
Washington Street as a group home for persons with disabilities will be presented at the
City Council Work Session on February 16, 2016. Mr. Cheney and Ms. Macht offered to
be present in support of the proposal. Mr. Cheney suggested contacting David Rogers to
attend as well.
Ms. Barnes stated that she will need to step down as HSAC Chair after the January
meeting.
