MINUTES Joint Meeting Human Services Advisory Council and Citizens’ Advisory Committee on Transportation City of Falls Church PURPOSE OF MEETING: To advise City Council on human services delivery to Falls Church residents. Phil Duncan, ?? Norloff APPROVAL OF MINUTES: The minutes from May 17, 2018 were approved. OLD BUSINESS: • Affordable Housing Policy revision Mr. Cheney will be presenting the draft Affordable Housing Policy update to the City Council for their comments on August 6, 2018. • Miller House ground breaking The grading plan process for the Miller House group home is proceeding. Community Residences, the service provider, is having difficulty identifying clients because of a lack of City residents with a Medicaid waiver. The Community Services Board is working with them. NEW BUSINESS: • Reappointments Ms. Macht and Ms. Norloff were reappointed to HSAC by City Council. • Transportation  Members of HSAC and CACT discussed transportation issues with the intent of submitting their recommendations to the City Council. See attached Memo: Recommendations from the joint meeting between HSAC and CACT. • Founders Row development proposal Members discussed the proposed revision to the site plan submitted by the Founders Row developer to replace the planned hotel with age-restricted apartments. The age- restricted housing will be part of a larger development that will include nearly 300 units that will accommodate individuals and families of all demographics. In this context, members supported the amendment to include age-restricted housing noting that in general the HSAC supports inclusionary programs that promote a diverse community. Members also expressed support for the developer’s agreement to hold affordable dwelling units for the life of the building. It is equally important that a range of income and ability levels be supported in any City development so they requested that rents be kept truly affordable and that they follow universal design standards.
