MINUTES Human Services Advisory Council City of Falls Church PURPOSE OF MEETING: To advise City Council on human services delivery to Falls Church citizens. DATE OF MEETING: March 18, 2021 PLACE OF MEETING: Virtual MEETING CALLED TO ORDER BY Nicole Newman: at 6:32 p.m. THOSE PRESENT: HSAC Members: Staff: Craig Cheney Nancy Vincent Alisa Macht Ripal Patel Nicole Newman (chair) City Council Liaison Anne Norloff Marybeth Connelly Debra Z. Roth Student Members Joseph Dakin Eva Williams David Ziayee OTHERS PRESENT: Martha Cooper, Phil Duncan APPROVAL OF MINUTES – The minutes from February 18, 2021 were approved. OLD BUSINESS: • COVID-19 response to vulnerable residents – Nancy Vincent described the outreach and assistance given to residents impacted by the pandemic. • Social Equity Community Training – Debra Roth spoke about plans being developed to do a social equity training for the community. The group discussed goals for the training. They were: o having the conversation makes us more comfortable with each other, o creating understanding of the role of equity in government policies, e.g. affordable housing, use of force, renaming of the school, o understanding the history of racism, o how to be anti-racist. STAFF REPORT: • The City is receiving a $3.75M grant through the Virginia Housing REACH program from Amazon for affordable housing. These funds will be used to develop a new affordable homeownership program and to extend the affordability period of the Teacher Workforce Units at the Read Building for another ten years. • The site plan for the West Falls Church Economic Development project has been submitted. Staff are negotiating for Affordable Dwelling Units or cash-in-lieu. • The Recreation and Parks Department is creating an assistance program for low income residents to participate in their programs. • A vaccine Point of Distribution (POD) is being planned for Falls Church to provide vaccines to vulnerable community members.
