PURPOSE OF MEETING: To advise City Council on human services delivery to Falls Church
citizens.

APPROVAL OF MINUTES – The minutes from February 18, 2021 were approved.
OLD BUSINESS:
• COVID-19 response to vulnerable residents – Nancy Vincent described the outreach and
assistance given to residents impacted by the pandemic.
• Social Equity Community Training – Debra Roth spoke about plans being developed to
do a social equity training for the community. The group discussed goals for the training.
They were:
o having the conversation makes us more comfortable with each other,
o creating understanding of the role of equity in government policies, e.g. affordable
housing, use of force, renaming of the school,
o understanding the history of racism,
o how to be anti-racist.
STAFF REPORT:
• The City is receiving a $3.75M grant through the Virginia Housing REACH program from
Amazon for affordable housing. These funds will be used to develop a new affordable
homeownership program and to extend the affordability period of the Teacher Workforce
Units at the Read Building for another ten years.
• The site plan for the West Falls Church Economic Development project has been submitted.
Staff are negotiating for Affordable Dwelling Units or cash-in-lieu.
• The Recreation and Parks Department is creating an assistance program for low income
residents to participate in their programs.
• A vaccine Point of Distribution (POD) is being planned for Falls Church to provide
vaccines to vulnerable community members.
