PURPOSE OF MEETING: To advise City Council on human services delivery to Falls Church
citizens.

APPROVAL OF MINUTES – The minutes from April 15, 2021 were approved.
NEW BUSINESS:
• Report from West Falls Economic Development project – Ms. Vincent reported on a
staff proposal for voluntary concessions in the senior living section of the proposed West
Falls Economic Development project.
• Founder’s Row II Development project – Ms. Newman expressed concern about the
proposed development.
OLD BUSINESS:
• COVID-19 response to vulnerable residents – Ms. Vincent reported that residents in need of
rent assistance are able to apply to the Virginia Rent Relief Program. The City continues to
provide assistant for utilities and food.
• Social equity community training – Ms. Roth reported that she is working with Ms. Vincent
on getting a facilitator to do a two-hour interactive training. The hope is that it will be in the
fall and will be in person.
STAFF REPORT:
• Staff have been working with property managers to encourage them apply for the Virginia
Rent Relief Program for their tenants in need.
• Source of income is now considered to be a fair housing issue. Landlords now may not
discriminate against households with housing choice vouchers or other income.
• The City hosted COVID-19 vaccine clinics for vulnerable residents. It was held at the
Community Center.
• There has been a dramatic decline in hospitalizations due to COVID which has been the
impetus for the easing of COVID mitigation measures.
• All City Hall offices will be open to the public starting June 1.
Councilmember Connelly report:
• Council set tax rate at $1.32, the lowest the rate has been for many years.
• On June 7 the City Council will have a work session and will discuss social equity reports
from the boards and commissions.
