PURPOSE OF MEETING: To advise City Council on human services delivery to Falls Church
citizens.

APPROVAL of MINUTES: The minutes from the October 21, 2021 meeting were approved.
OLD BUSINESS:
Founders Row II proposed development
Joe Muffler representing Mill Creek presented information about the proposed Founders
Row, Phase II development. There will be 280 homes with 12% affordable. The
community benefit package totals $41,400 per home and includes affordable housing,
sidewalks, streetscape, environmental features, open spaces, contributions to schools,
parks, libraries, and more. Members asked how many of the homes will be townhome
style but that wasn’t available. Member comments included: increase affordable housing
and have the flexibility to include two-bedroom apartments and apartments affordable to
households earning 40% of the Area Median Income, increase green space, and have
opportunities to add retail that will draw the community.
Social equity community training
Deb Roth gave an update on the planning for the training. Juliette Shedd from George
Mason University will facilitate. Her graduate students will facilitate breakout groups. It
will run on a Saturday from 9:30-12:00. Possible dates are February 12, March 19, and
March 26, 2022. High school students will be able to get community service hours for
participation. The group will work on a goal statement.
NEW BUSINESS
Community Services Fund
Ripal Patel explained the Fiscal Year 2023 Community Services Fund process. He will
distribute the applications that are received. Members may request that any of the
applicants do a presentation at the January meeting.
Review of caseload data for Department of Family Services
Nancy Vincent reviewed caseload data specific to Falls Church from the Fairfax County
Department of Family Services. The number of Supplemental Nutrition cases increased
during the pandemic. Medicaid cases also increased substantially.
STAFF REPORT
There will be a vaccine clinic at the community center November 19, 2021 from 10:00-
2:00.
Dana Lewis has been contacting Kettler about maintenance concerns at The Fields. The
Health Department has been working with them on mice. Orkin is treating units for mice.
She will continue to follow up.
