MINUTES Human Services Advisory Council City of Falls Church PURPOSE OF MEETING: To advise the City Council on human services delivery to Falls Church citizens. DATE OF MEETING: Oct 20, 2022 PLACE OF MEETING: In Person (Laurel Room) w/ Virtual Option MEETING CALLED TO ORDER BY Debra Z. Roth at 6:38 p.m. THOSE PRESENT: HSAC Members: Student Representatives: Alisa Macht Carter Williams Brian Bowden Jack Ackerman Debra Z. Roth Community Services Board: Claudia Volk Staff: Guests: Brenden Woodley Jeff Pearson Leslyn Barrow Margaret Cooper – Commission on Aging Dana Jones Mary-Beth Connelly - City Council Liaison Grace Starboard Allie Macdonald APPROVAL of MINUTES: The minutes from the Sept 15, 2022 meeting were approved. APPROVAL of Agenda: Debra added items to agenda and changed the order: • Added Grace Starbird to second on agenda for presentation on aging • Claudia Volk third • Leslyn Barrow fourth • There was a motion to adopt agenda by Brian Bowden, and it was seconded and approved. NEW BUSINESS: Debra read note sent by previous chair of commission announcing her resignation as a chair • Debra requested to be chair with Alisa Macht as vice chair • Debra said they may engage in additional projects like equity and diversity in March • A motion was made for Debra to be Chair and a second was made and passed. • Grace Starboard – Fairfax County Consultant - Report ‘Shape - the future of aging’ • Lived in FC, works with the consulting firm, Health Management Associates • She shared the purpose of the report is to gather information on resources and needs for older adults in Fairfax County and Falls Church. • There are minutes from the discussion provided by Starbird. Community Service Board Report - Claudia Volk, CSB Falls Church representative • Volk shared information about the shortage of mental health workers across the region. Human Services Update – Leslyn Barrow, Senior Human Services Worker • Barrow gave an overview of services provided by Housing and Human Services in the City of Falls Church. Welcoming Falls Church – Paul Bosen, Director • They are looking to serve five families • The first family may be welcomed from Afghanistan, they are in process • $35k in the fund, hoping to get to the goal of $50k • Claudia Volk offered to provide resume and interview assistance • Five Ukrainian families would benefit from this assistance and language services Other Items • There will be a community public listening session on T-zones • Roth asked Council Liaison Connelly that of the $4M surplus in the budget, could some be allocated to Human Services. She shared that there is only $2M up for council discretionary spending. • Debra recommended to cancel the December meeting. There was a motion and a second to do this. This had been discussed in previous meetings. The meeting was adjourned at 8:25 p.m. The City of Falls Church is committed to the letter and spirit of the Americans with Disabilities Act.
