MINUTES Human Services Advisory Council City of Falls Church PURPOSE OF MEETING: To advise the City Council on human services delivery to Falls Church citizens. DATE OF MEETING: April 20, 2023 PLACE OF MEETING: In Person (Laurel Room) w/ Virtual Option MEETING CALLED TO ORDER BY Debra Z. APPROVAL of MINUTES: The minutes from the March 16, 2023 meeting were approved with corrections. Jeff Person moved to approve based on the changes in the minutes and Brian Bowden seconded it. Correction to the minutes: • Add - members discussed accessibility issues at The Unity Club. Jeff Person suggested a chair lift idea and HHS director Dana Jones said this could be a part of the opioid fund opportunity that HHS has. • CSF – Make sure to spell all the abbreviations everything out. • Remove – Claudia Volk from the minutes, she wasn’t in attendance. There was confusion on a motion to approve proportionate allocation for an additional $30,000 for CSF applicants unless they have received it in full. Members agreed to assume it was discussed to hold the motion for further discussion during the next meeting. OLD BUSINESS: HSAC at council meeting - Debra Z. Roth, Chair shared about the HSAC presentation at the City Council meeting. Community Service Board (CSB) Report - Claudia Volk, the City representative to the CSB shared the latest update. She told all members that Fairfax County had a glitch in their database and they have not been able to get a clear geographic indicator of services provided to the resident. They are working on it and expect to resolve the issue before the end of this year. She will share this report as soon as she will receive one (FY22 and 23 to date). Virginia Hospital Center is going to open up a new mental health facility on Carlin Springs Rd. CSB is going to apply for a grant of $132,000 for forensic services provided for individuals who have been incarcerated. This grant will be used to create a position for someone to start discharge planning for those who are incarcerated. Claudia Volk announced that she will not be applying for the next term as a CSB representative. HSAC annual report – Debra Z. Roth said she will present the report to the City Council during the June 12 meeting. Jeff Person and Liz Rotherham agreed to join her at the meeting. Brian Bowden said he will check and let her know but thinks he can do it virtually. Alisa Macht said she could not make it due to a schedule conflict. CSF FY2024 Funds allocation – Members have agreed to proportionate allocation for all applicants unless they have already received it in full. Ripal Patel advised all members that after providing a proportionate allocation to all applicants we still have $2,995.60 available to distribute. Members discussed and allocated the remainder of $2,995; the final allocation is in the chart below. Debra Z Roth made a motion to take the additional 30k that was given to us in the budget to fund the CSF applicants we felt had the greatest need and made the greatest case for the additional funding as shown in the chart. Jeff Person seconded this motion and Alisa Macht and Brian Bowden supported. A board of supervisors presented areas of focus for the next five years. The board is going to set up a committee relating to SHAPE Services Housing Accessibility Personal Well-Being and Economics and everything else. Marth Cooper is still looking for her replacement. NEW BUSINESS: AARP Livable Cities Talk – Deb Roth discussed flyer options and discussed her plan for the event. Deb Roth invited members to join the event. East Area Plan Discussion – Deb Roth asked Dana Jones to let everyone know when will be the discussion. Dana Jones asked which meeting members would like to invite them to, she was told whatever meeting they could come to.
