MINUTES Human Services Advisory Council City of Falls Church PURPOSE OF MEETING: To advise the City Council on human services delivery to Falls Church citizens. DATE OF MEETING: March 16, 2023 PLACE OF MEETING: In Person (Laurel Room) w/ Virtual Option MEETING CALLED TO ORDER BY Debra Z. Roth at 6:35 p.m. THOSE PRESENT: HSAC Members: City Council Representative: Debra Z. Roth Brian Bowden Jeff Person Student Representatives: Liz Rotherham Staff: Carter Williams Ripal Patel -virtual Jeff Ackerman Dana Jones CSB Representative: Commission on Aging Representatives: Martha Cooper Guests: APPROVAL of MINUTES: The minutes from the February 22, 2023 meeting were approved. NEW BUSINESS: HSAC Annual Report Update - Debra Z. Roth, Chair shared that she has prepared this report with Ripal Patel’s assistance. All Commission members are able to give feedback. It will be presented to Council within the next several months. CSF Funding Update, Continued Advocacy, Recommendations for Proposed Added Funds - Debra Z. Roth, Chair, Dana Jones, HHS Director and Ripal Patel, HHS Staff Discussion was held on the recommended amount in the City budget for additional $30,000 funding for the CSF. An additional $20,000 is being recommended by staff to go to Emergency Needs for City residents as the demand is high and ARPA funding has been depleted. The members made a motion to proportionally apply any additional CSF funding to applicants that are not fully funded. Roth will work with grantees to have them come to the budget hearing to advocate for this funding and present a presence to Council. Community Service Board (CSB) Report - Claudia Volk, the City representative to the to the CSB shared the latest update. Additional mental health staff have been brought on largely by increasing salaries. Commission on Aging – Martha Cooper, the City representative to the Commission on Aging, shared that the Shape of Fairfax report was presented on Tuesday to the Fairfax County Board of Supervisors. This is the report that HSAC gave feedback on. It will be available on line. Martha also shared that she will be ending her term and that the City needs to recruit for a new representative. Marcus Alert Presentation – Dana Jones shared that the City’s Mental Health Clinician, Aurora House, will be assisting the City’s Police Department with mental health emergencies and guidance. AARP Age Friendly Communities – Deb Roth shared that HSAC has been asked to be a co- sponsor for an AARP Livable Communities talk to be held in the City. The date is to be determined but will be held in the Community Center. Commission members are encouraged to attend.
