MEETING MINUTES OF THE BOARD OF TRUSTEES MARY RILEY STYLES PUBLIC LIBRARY Held in the Mary Riley Styles Public Library 120 N. Virginia Avenue Falls Church, VA 22046 November 16,2022 This meeting was recorded. All members of the public may view this video of this meeting on the City' s website at http://www.fallschurchva.gov/webcasts 1. CALL TO ORDER Chairperson Jeff Peterson called the meeting to order at 6:03 p.m. 2. ROLL CALL AND INTRODUCTION OF GUESTS The following Board members attended the meeting, exceptions noted: Bizzy Bracken Patrick Cronin Janis Johnson Jessie Labukas Molly Novotny Jeff Peterson Elise Stein Others present for the meeting included: Consultants Rob Cullin and Ms. Janet Nelson from ReThinking Libraries (virtually), City Manager Wyatt Shields, Library DirectorJenny Carroll and Sr. Administrative Assistant Claudia Gutierrez. Mr. Peterson officially welcomed new Board members - Ms. Stein and Ms. Labukas 3. RECEIPT OF PETITIONS No petitions. 4. APPROVAL OF OCTOBER 19, 2022 MEETING MINUTES Upon a motion duly made by Ms. Novotny and seconded by Mr. Cronin, the Library Board approved the October 19, 2022 Meeting Minutes. The Board agenda was amended and item 14 was moved up to number 5 5. BUSINESS NOT IN THE AGENDA The Board voted for a new Vice Chair to replace former Board member Ms. Chrystie Swiney who was serving as Vice Chair. Mr. Cronin was nominated. Upon a motion duly made by Mr. Peterson the Board unanimously voted for Mr. Cronin, to be the Board's Vice Chair. 5. STRATEGIC PLANNING- BRIEF FOLLOW-UP AND DISCUSSION Re-Thinking Libraries Consultants Mr. Cullen and Ms. Nelson presented an update on the results from yesterday's Board Retreat, which included ideas and key initiatives. The intent is to develop a high-level plan based on focus areas with a strategic lens to guide library Management and the Board. The consultants will be developing a high-level plan to be presented to Management Team in December. The plan will include the library' s mission, vision and values. The plan will then be presented to the Board for review and approval. Once the draft gets approved, the consultants will develop 12-month work plan with the library Management Team. 6. BUDGET 101 PRESENTATION The Director presented a Library budget process overview and explained the Board's role in it. She explained the funding resources including state aid and the budget breakdown between compensation, operations, and materials. Ms. Carroll also discussed the general timeline for the budget. 7. STAFFING PRESENTATION Ms. Carroll provided an overview of the staff organizational chart, staffing levels, coverage, and activities. The Board and Mr. Shields then discussed issues and opportunities moving into the FY2024 budget season. Mr. Shields provided a brief explanation about the City' s overall budget and operating challenges. He mentioned there will be a constraint on the City's operating budget due to the recession. The Board discussed the possibility of having a Deputy Director for the library. There was a discussion on ways how the Board can support the library' s needs, extending hours, and how to prevent staff bum out. Due to the lack of time to cover the rest of the agenda, the Legislative Agenda and the library announcements will be included in the Board' s December meeting. 8. DRAFT 2023 LEGISLATIVE AGENDA Will be reviewed on next Board meeting 9. LIBRARY REPORT AND ANOUNCEMENTS No report 10 LIBRARY FOUNDATION REPORT No report 11. COUNCIL LIAISON REPORT No report 12.
