MINUTES OF THE PUBLIC UTILITY COMMISSION PURPOSE OF MEETING: This is first meeting of the City of Falls Church Public Utility Commission (PUC). DATE OF MEETING: May 18, 2022 PLACE OF MEETING: Virtual via Microsoft Teams MEETING CALLED TO ORDER BY: Chairperson Kirk at 7:00 pm THOSE PRESENT: PUC Members Staff Member: Daniel Kirk Name: Zak Bradley, DPW Director Member: Martha Haines Name: Tony Dudley, Staff Liaison Member: Marcellus Davis Member: Michael Doctor Member: Julian Hamilton OTHERS PRESENT: None AGENDA: Modified to reflect change in agenda made at start of meeting: 1. Call to Order 2. Reading of Virtual Meeting Notice 3. Roll Call 4. Receipt of Public Comment: No Public Comments 5. Approval of the Minutes from Last Meeting 6. Discussion and Approval of Electronic Participation Meeting: The Commission decided it needed some questions answered before they could approve the document. Mr. Dudley will take the questions to the City Clerk and report back next meeting. 7. Discussion of Public Information on Stormwater Green Infrastructure and Managing Stormwater on Private Property: 8. Staff Update: None 9. Commission Open Discussion 10. Schedule of Future Meeting Date 11. Adjourn PUC Meeting Business: Meeting called to order at 7:30 pm, June 15, 2022. Virtual Meeting Notice was read by the Chairperson. No Comments were received. Minutes from May 18th meeting were approved. The City of Falls Church is committed to the letter and spirit of the Americans with Disabilities Act. The Commission did discuss the Electronic Participation Documents and had some questions regarding the policy. 1. Why does the policy seem so extreme in that it seems to only allow participation due to emergency type situations? 2. When is it expected that we go back to in person meetings? 3. Is there latitude to change make changes to the policy? 4. Are we approving this document or just acknowledging the document? Mr. Dudley will get these questions answered by the City Clerk by next meeting. Discussion of Public Information on Stormwater Green Infrastructure and Managing Stormwater on Private Property: Mr. Dudley gave a presentation on Virginia approved Green Infrastructure. He gave an overview on each one and how they work. This presentation will serve as a basis of understanding for future discussions on private property stormwater management. Staff Update: No formal staff update. The Commission had open discussion on meeting in person. The Commission decided that our next meeting will be held in person. A vote was held to have the meeting in person and it was approved unanimously. The meeting adjourned at 9:30 pm. Next Meeting: Wednesday, July 20, 2022 at 7:00 pm at City Hall in the Laurel Room on the lower level.
