CITIZENS’ ADVISORY COMMITTEE ON TRANSPORTATION (CACT) Wednesday, June 8, 2022, Virtual Meeting via Microsoft Teams, 7 p.m. DRAFT MINUTES 1. Call to Order/Reading of Virtual Meeting Notice: Meeting called to order at 7:02 p.m. This meeting was held via electronic communications using ‘Microsoft Teams.’ This meeting was held pursuant to and in compliance with the Virginia Freedom of Information Act, Section 2.2-3708.2 and state and local legislation adopted to allow for continued government operation during the COVID-19 declared emergency. Roll Call: ● CACT Members: Dave Gustafson (Chair), Jason Garman (Vice Chair), Erin Kampschroer, Arthur Agin, Jessica Hegenbart, Stuart Whitaker ● City Staff: Jeff Sikes (CACT Staff Liaison), Paul Stoddard (Planning Director) ● City Council: Councilman David Snyder ● Planning Commission: ● Public: None 2. Public Comment: Jeff reported that no public comments were received in writing; none were brought forth in the meeting. 3. City Council and PC Liaison Updates: Councilman Snyder discussed the following items: ● MWCOG Transportation Planning Board discussing climate change goals; early division between outer and inner jurisdictions ● N. Washington St. project still up for discussion for potential funding 4. Neighborhood Traffic Calming Discussion with Planning Director Paul Stoddard: ● Paul discussed ways in which he would like to engage CACT in early project reviews, and points in certain project processes in which CACT should engage in review. Paul also suggests including the quarterly CIP update in the CACT packet. ● Greenway Downs: Jeff reported that the consultant is in the process of updating plans based on resident comments. Jess discussed the tension between changing design based on resident concerns vs. the City recommending/advocating for the best use of funds to provide safest infrastructure for all users. Dave advocates for inserting a round of tactical urbanism into NTC to help demonstrate effectiveness and get residents comfortable/on board with changes that may initially be met with skepticism. ● Other Projects: S. Oak St./ S. Lee St.: Construction is nearing completion; E. Columbia St.: City is in the process of developing petitions to circulate and to conduct traffic data collection; Gresham Pl.: request received from residents, traffic data collection to be conducted; Dorchester St.: FHWA approval for the pedestrian flashing beacon has been received. 5. CACT Roundtable:  Park Ave. Great Street updates: Art and Dave updated on the open house a few weeks ago; general concerns were regarding preservation of parking and inclusion of bike infrastructure. Some have advocated for more of a Woonerf approach to create a great gathering space and de-prioritize through traffic for cars.  Proposed City Council/CACT/ESC walking tour is still on the agenda for potential future scheduling  Tactical urbanism documents discussion  CACT webpage updates  Writing CACT brief for Virginia Tech Bike Master Plan class   Member Reports 6. Project Reviews: As part agenda restructuring, this will be a recurring item for CACT tracking purposes for projects of interest or requiring CACT input 7.
