Regular Meeting of the Advisory Board of Recreation and Parks
Held at the Falls Church Community Center, Kenneth R. Burnett Building

September 6, 2017
1. Call to Order
Steve Selby called the meeting to order at 7:05 p.m. Members present were Charley O’Hara,
Kathy Chandler, Leslie Rye (electronically), and School Board Representative Justin Castillo.
Student Representatives James Gogal and Sonya Lu were also present. Staff members present
were Danny Schlitt, Director of Recreation & Parks and Keke Sidik.
2. Receipt of Public Petitions and Board Member Petitions
- No Petitions.
- Kathy Chandler motioned to approve Leslie Rye’s electronic participation in the
meeting. Charley O’Hara seconded. The motion passed.
3. Minutes
Kathy Chandler motioned to approve the June Minutes. Steve Selby seconded the motion.
The motion was approved.
4. Recreation Director’s Report
Danny Schlitt presented the Director’s Report:
- Danny discussed Civil War Day preparations, Summer Camps, Fall Registration,
Clean Week, Code of Conduct, Baby Bazaar, Pop Ups in the Park, Fit at the Farmer’s
Market etc.
- Charley asked about camera coverage at the community center; Danny and Charley
discussed possibly increasing camera coverage at the community center.
- Kathy Chandler asked whether Code of Conduct extends to Parks; Danny and Kathy
discussed what aspects cover parks and looking into how to regulate park use.
- Danny discussed User Survey that was put together to engage feedback from/with
community. Main goals are to find out how best to communicate with City and what
stops people from participating in our programs.
- Danny discussed Fall Festival: will have Beer Garden this year. Working on ways to
get more involvement with staple restaurants in the City.
- Danny and Justin discussed Fall Festival fees, costs, etc.
5. New Business
a) City Hall Renovation
- Danny recapped the CIP votes/results that took place over the summer.
- Danny and Board discussed City Hall Renovations: temporary relocations, office
space, moving meetings, etc.
- Justin Castillo: what about Central Office space? FCC TV?
- Danny: currently, Community Center slated to take some City Hall meetings;
working through logistics.
- Board discussed options to move meetings/offices during renovation and the impact
on the Community Center.
b) Election of officers
- Board discussed the election of officers for following year.
- Kathy Chandler moved to nominate Charley O’Hara as Chair. Leslie Rye seconded.
The motion was passed; Charley O’Hara was elected as Chair of the Recreation and
Parks Advisory Board.
- Kathy Chandler moved to nominate Leslie Rye as Vice-Chair. Justin Castillo
seconded. The motion was passed; Leslie Rye was elected as Vice-Chair of the
Recreation and Parks Advisory Board.
6. Old Business
a) Park project updates
- Danny gave overview of park projects.
- Charley and Danny discussed signage and having the next stage in design present
before Board.
- Danny: Cherry Hill Park under partial site plan review.
- Justin: there’s some concern about the tree removal/pruning.
- Danny: we’re trying to remove as few trees as possible; working with City Arborist;
several of the trees were in poor shape and were planned to be removed within next
few years.
- Board discussed MOUs, permits, and contracts.
b) Schools and Community use
- Danny discussed his meeting with new Superintendent, regarding schools and
community use.
- Board discussed navigating use of space during school construction.
8. Adjournment
Kathy Chandler motioned to adjourn the meeting and Steve Selby seconded the motion.
Under unanimous vote, meeting adjourned at 8:25PM.
