January 02, 2019
1. Call to Order
Leslie Rye called the meeting to order at 7:00 p.m. Members present were Leslie Rye, Kathy
Chandler, Bill Brew, Kim Hicks, and City Council Member Letty Hardi. Student
Representatives Sonya Lu and James Gogal were also present. Staff members present were
Danny Schlitt, Director Recreation & Parks and Amy Howell, Senior Administrative Assistant
Recreation & Parks.
2. Receipt of Public Petitions and Board Member Petitions
None
3. Minutes for Approval: December 5, 2019
Bill Brew motioned to approve the minutes, Kathy Chandler seconded the motion.
Kim Hicks abstained. The motion passed.
4. Recreation Director’s Report
- Financial Disclosure statements need to be turned in soon.
- Scarlett Williams has started as our new Special Events Program Supervisor.
- Winter/Spring registration began today.
- Basketball is underway with 87-89 teams.
- Budget work begins soon.
- An invitation has been received from Fairfax County to go over the budget and
scope of the Larry Graves project. Danny has concerns that the budget and scope
will be decreased.
5. New Business
a.) Urban Park
- Leslie Rye inquired about where money will be coming from for maintenance of
the park.
- Hopes are that the surrounding businesses will invest the park and the Recreation
& Parks would have limited responsibility. Urban Forestry would maintain the
plantings.
- The “Please Don’t Smoke” Campaign will have a strong presence in the park.
b.) Fellows Property
- The City has interest in this parcel that could include park space with a walking
trail, disk golf, or a small shelter.
6. Old Business
a.) Big Chimneys Park
- The site plan is in and will go to the Planning Commission.
- If the quote meets the funding amount we have a contractor lined up for the
project. If the quote is too high the project will go out to bid.
b.) Howard E. Herman Stream Valley Park Entrance Design and Signage
- We will need to communicate with the surrounding businesses (SunTrust and The
Byron) when the contractor wants to close the entrance so that the Park is still
accessible.
c.) Larry Graves Turf
- The project is on schedule.
- Synthetic turf can be reduced if need be.
d.) No Smoking Project
- Sonya and James may go before the City Council soon. Danny has offered to
attend the meeting when it is scheduled and to help with preparations for the
meeting.
- Sonya has prepared a Letter to the Editor.
e.) Monthly School Project Update
- There will be a meeting Friday morning and the project has been discussed during
Town Hall Meetings.
- Work needs to be done on the MOU with regard to a community use and usage
fees.
7. Adjournment
Kathy Chandler motioned to adjourn the meeting. Kim Hicks seconded the motion.
Under unanimous vote, meeting adjourned at 7:45PM.
