STUDY SESSION Mayor Glancy called the Study Session Meeting to order at 4:00 p.m. Presiding: 1 - Mayor William P. I.1 - Mayor Pro Tem Fuller reported he met with some residents that are unable to get internet service at their home. City Administration reported Mr. Fred Maldonado, Jr. from AT&T was to make a presentation regarding future plans for Internet broadband service in the City but was out sick with the flu and requested the presentation be moved to the January 21, 2014 City Council meeting. G.3 - Council Member Robinson asked if the replacement vehicles were SUVs. Kevin Muenchow, Director of Fleet & Facilities Maintenance stated they were. I.2 - Council Member Robinson asked if the one-time technology and initial facility start-up capital investment of approximately $5.2 million referenced in the Business Case Report is still a good number. Gary D. Greer, City Manager, reported it is. A.2 Receive a presentation of the Single Family Market Report from MetroStudy. David Brown and Brad Coliander from MetroStudy presented an update on the Single Family Market. The report included an external analysis overview, home condition assessment, permit types, sales trends, registered rentals, distribution of consumer groups, and an area analysis. Additional data will be forthcoming. A.3 Discuss potential trail connectivity to the John F. Burke Nature City of Farmers Branch Page 1 City Council Meeting Minutes - Final January 7, 2014 Preserve. Jeff Harting, Parks and Recreation Department Director, presented various options for trail connectivity to the John F. Burke Nature Preserve. The general consensus of the City Council was for City Administration to research the cost and feasibility of a dedicated pedestrian/bicycle bridge. Mayor Glancy read Agenda Item J.1 on the Executive Session. The Study Session Meeting concluded at 5:49 p.m. J. EXECUTIVE SESSION The City Council convened into Executive Session at 5:58 p.m. J.1 Discuss pending and contemplated litigation - Texas Government Code Section 551.071: Consider pending litigation relating to the enforcement of Order in Building Standards Commission Docket No. 2011-08 relating to 2706 and 2766 Cooks Creek Place (Cooks Creek Apartments). The City Council concluded Executive Session at 6:05 p.m. K. THE CITY COUNCIL RECONVENES INTO OPEN SESSION Consider necessary action on items discussed in the Executive Session. The City Council reconvened into Open Session at 6:06 p.m. A motion was made by Council Member Froehlich, seconded by Deputy Mayor Pro Tem Connally, authorizing the City Manager to negotiate and execute a settlement agreement on behalf of the City relating to the enforcement of the order of the Building and Standards Commission Docket No. 2011-08 related to 2706 and 2766 Cooks Creek Place which provides for the payment of $50,000 to the City. The motion passed unanimously. The City Council took a break at 6:07 p.m. Mayor Glancy called the Regular Meeting to order at 6:30 p.m. B. INVOCATION & PLEDGE OF ALLEGIANCE Council Member Robinson gave the Invocation and Council Member Reyes led the Pledge of Allegiance. C. CEREMONIAL ITEMS There are no Ceremonial Items on this agenda. D. REPORT ON STUDY SESSION ITEMS City of Farmers Branch Page 2 City Council Meeting Minutes - Final January 7, 2014 Council Member Froehlich reported on the following: Single Family Market Report - Representatives from MetroStudy presented an update on the single family market in Farmers Branch. The report included an external analysis overview, home condition assessment, permit types, sales trends, registered rentals, distribution of consumer groups, and an area analysis. Additional data will be forthcoming. John F. Burke Nature Preserve trail connection - City Administration presented various options for trail connectivity to the John F. Burke Nature Preserve. ITEMS OF COMMUNITY INTEREST Topics presented for the City Manager's Report included: Tour of Lights Statistics - the tour averaged higher traffic and donations per evening than the previous year; Santa's Helpers toy collection was 244 Rec Center turns 10 - the Recreation Center turns 10 years old on Friday and will kick off 10 days worth of celebration with a Friday game night designed for the whole family; other activities for the following 10 days include health workshops, trainer sessions, chair massages, and kids night out Daddy-Daughter Dance - the Alice in Wonderland themed dance is scheduled for Saturday, February 1 at the Recreation Center from 6-8:00 p.m.; advance tickets are on sale Landscaping with Roses - the annual Mid-Winter Landscaping with Roses class series resumes next week with sessions running from January 14 through February 11; rose experts will be available for each weekly class that will tackle a different topic on landscaping and rose cultivation; most classes are held at the Recreation Center; admission is free but pre-registration is required by calling the Recreation Center F. CITIZEN COMMENTS Pat Edmiston (14215 Tanglewood Drive) - Ms. Edmiston spoke about problems she encountered with AT&T U-verse and would like to have a staff person that deals with all utilities that serve Farmers Branch residents. She also commended City's sanitation workers and the green grabber group. Gary D. Greer reported City employee John Roach does work with the cable and utility companies and can assist residents. G. CONSENT AGENDA Approval of the Consent Agenda A motion was made by Deputy Mayor Pro Tem Connally, seconded by Council Member Froehlich, to approve Consent Agenda Items G.1 through G.3. The motion carried by the following vote: Aye: 5- Mayor Pro Tem Fuller, Deputy Mayor Pro Tem Connally, Council Member Robinson, Council Member Froehlich and Council Member Reyes G.1 Consider approval of minutes of the City Council meeting held on City of Farmers Branch Page 3 City Council Meeting Minutes - Final January 7, 2014 December 17, 2013 and take appropriate action. The Minutes were approved. G.2 Consider excusing the absence of Council Member Ana Reyes at the December 17, 2013 City Council meeting and take appropriate action. The Absence was excused. G.3 Consider approving Resolution No. 2014-001 authorizing the City Manager to approve the purchase of four replacement police patrol vehicles for the Police Department in the total amount of $106,858 and take appropriate action. This Resolution was approved. H. PUBLIC HEARINGS There are no Public Hearing items on the agenda. I. REGULAR AGENDA ITEMS I.1 Receive a presentation regarding future plans for AT&T Internet broadband service in Farmers Branch. City Administration reported Mr. Fred Maldonado, Jr. from AT&T was to make a presentation regarding future plans for Internet broadband service in the City but was out sick with the flu and requested the presentation be moved to the January 21, 2014 City Council meeting. I.2 Consider approving Resolution No. 2014-002 approving an Interlocal Cooperation Agreement with the City of Carrollton, the Town of Addison, and the City of Coppell for the establishment of the Metrocrest Quad Cities Local Government Corporation; authorizing execution of the agreement by the City Manager; and take appropriate action. Police Chief Sid Fuller gave a presentation on the proposed consolidated public safety 911 center, which included results of the iXP feasibility study. A motion was made by Council Member Robinson, seconded by Deputy Mayor Pro Tem Connally, that this Resolution be approved. The motion carried by the following vote: Aye: 5- Mayor Pro Tem Fuller, Deputy Mayor Pro Tem Connally, Council Member Robinson, Council Member Froehlich and Council Member Reyes L.
