A. STUDY SESSION
Mayor Glancy called the Study Session Meeting to order at 4:00 p.m.

A.1 Discuss regular City Council meeting agenda items.
G.5 - Council Member Robinson asked for clarification regarding the location of the
garage on the proposed rebuild plan for 13832 New Bark Circle. Jim Olk,
Community Services Director stated although the agreement relating to the
demo/rebuild may be approved, the project will still be required to go through the
review and permitting process prior to any construction.
A.2 Receive a presentation on the Street Resurfacing Program.
Randy Walhood, Public Works Director, provided an overview of the Street
Resurfacing Program.
A.3 Discuss the pedestrian crosswalk at the Brookhaven Country
Club Tennis Center.
Randy Walhood, Public Works Director presented information regarding a proposed
pedestrian crosswalk at the Brookhaven Country Club Tennis Center . The
consensus of the City Council was to move forward with the project.
A.4 Discussion of bond items to include in the May, 2014 election.
Mayor Glancy suggested improvements to major thoroughfares and burial of power
lines should be considered as possible items to include in a bond election.

Mayor Glancy called the Regular Meeting to order at 6:30 p.m.
B. INVOCATION & PLEDGE OF ALLEGIANCE
Deputy Mayor Pro Tem Connally gave the Invocation and Council Member Reyes led
the Pledge of Allegiance.
C. CEREMONIAL ITEMS
C.1 Consider accepting a donation of $1,500 from Walmart to the
Farmers Branch Fire Department to purchase water, Gatorade
and snacks to be used by firefighters and emergency responders
for rehab at the scene of large scale emergencies.
A motion was made by Mayor Pro Tem Fuller, seconded by Deputy Mayor Pro
Tem Connally, that this Donation be accepted. The motion carried by the
following vote:
Aye: 5- Mayor Pro Tem Fuller, Deputy Mayor Pro Tem Connally, Council Member
Robinson, Council Member Froehlich and Council Member Reyes
C.2 Presentation of the Distinguished Budget Presentation Award and
Certificate of Achievement for Excellence in Financial Reporting
by the Government Finance Officers Association of the United
States and Canada and presentation of the Gold Leadership
Award for Financial Transparency by the Texas Comptroller of
Public Accounts.
Mayor Glancy presented Charles Cox, Finance Director, with the Distinguished
Budget Presentation Award and Certificate of Achievement for Excellence in Financial
Reporting, and the Gold Leadership Award for Financial Transparency .
C.3 Consider Board and Commission appointments and take
appropriate action.
A motion was made by Mayor Pro Tem Fuller, seconded by Deputy Mayor Pro
Tem Connally, appointing Adriane Young to the Parks and Recreation Board.
The motion passed unanimously.
A motion was made by Council Member Froehlich, seconded by Deputy Mayor
Pro Tem Connally, appointing Brenda Brodrick to the Zoning Board of
Adjustment. The motion passed unanimously.
A motion was made by Deputy Mayor Pro Tem Connally, seconded by Council
Member Froehlich, appointing Bruce Woody to the Zoning Board of
Adjustment. The motion passed unanimously.
D. REPORT ON STUDY SESSION ITEMS
Council Member Robinson reported on the following:
Street Resurfacing Program - City Administration provided an overview of the Street

Resurfacing Program.
Pedestrian Crosswalk at Brookhaven Country Club - City Administration presented
information regarding a proposed pedestrian crosswalk at the Brookhaven Country
Club Tennis Center. The consensus of the City Council was to move forward with the
project.
Bond Items - Street improvements were discussed. Further discussion will take
place at the upcoming City Council Retreat.
E. ITEMS OF COMMUNITY INTEREST
Topics presented for the City Manager's Report included:
Daddy-Daughter Dance - the Alice in Wonderland themed dance is scheduled for
Saturday, February 1 at the Recreation Center from 6-8:00 p.m.; advance tickets are
on sale
Landscaping with Roses - the annual Mid-Winter Landscaping with Roses class
series continues through February 11; rose experts will be available for each weekly
class that will tackle a different topic on landscaping and rose cultivation ; most
classes are held at the Recreation Center; admission is free but pre-registration is
required by calling the Recreation Center
Winter Tree Identification Walk - part of a series of nature walks to learn tree ID; to
be held on Sunday, January 26 from 2-4:00 p.m. at the John F. Burke Nature
Preserve; led by Dallas County Master Naturalists
Mark Your Calendars - February 15 Vintage Baseball at the Historical Park; March
15-16 Camping Under the Stars at the Historical Park; April 4-5 and April 11-12
Encounters from the Past at Keenan Cemetery; April 12 CityWide Clean Up Day AND
Date Night in the Park; May 24 Liberty Fest
F. CITIZEN COMMENTS
The following person spoke:
Mary Creason (12312 Veronica) - Voiced concern that trash pick up is running very
late recently. Randy Walhood reported City Administration has been working with
Waste Management to ensure proper pick up.
G. CONSENT AGENDA
Council Member Froehlich requested Agenda Item G.5 be moved to the Regular
Agenda.
Approval of the Consent Agenda
A motion was made by Mayor Pro Tem Fuller, seconded by Deputy Mayor Pro
Tem Connally, to approve Consent Agenda Items G.1 through G.4. The motion
carried by the following vote:

G.1 Consider approval of minutes of the City Council meeting held on
January 7, 2014 and take appropriate action.

The Minutes were approved.
G.2 Consider adopting Ordinance No. 3254 amending Chapter 2,
“Administration”, Article II “Boards, Committees, and
Commissions”, Division 10 “Senior Advisory Board” of the Code
of Ordinances; providing for the appointment of two (2) new
alternate members, and take appropriate action.
This Ordinance was adopted.
G.3 Consider approving Resolution No. 2014-005 approving a Third
Revised Memorandum of Understanding/Interlocal Agreement
among participating local governments for the purpose of law
enforcement data sharing via the Dallas County Incident Module
Software, authorizing execution by the City Manager, and take
appropriate action.
This Resolution was approved.
G.4 Consider approving Resolution No. 2014-006 approving the
proposed locations for the Street Resurfacing Program for FY
2013-2014 and take appropriate action.
This Resolution was approved.
H. PUBLIC HEARINGS
There are no Public Hearing items on the agenda.
I. REGULAR AGENDA ITEMS
G.5 Consider approving Resolution No. 2014-008 authorizing the City
Manager to execute an Economic Development Incentive
Agreement pursuant to the Residential Demolition/Rebuild
Program for the residence located at 13832 New Bark Circle and
take appropriate action.
Allison Cook, Economic Development Manager, reported the current home value is
$133,000 and the estimated value of the new dwelling will be a minimum of
$350,000. Homeowner Mr. Valdez was present for the meeting.
A motion was made by Council Member Reyes, seconded by Council Member
Robinson, that this Resolution be approved. The motion carried by the
following vote:

I.1 Consider approving Resolution No. 2014-007 adopting the
Comprehensive Annual Financial Report for the fiscal year ending
September 30, 2013 as submitted by Grant Thornton, LLP, and

take appropriate action.
Ben Kohnle and Natalie Wood from Grant Thornton presented the results of the
Comprehensive Annual Financial Report. No material weaknesses or significant
deficiencies were identified in relation to the financial statement audit. No changes to
significant accounting policies were recommended, and policies continue to be
appropriate and consistent with their application.
A motion was made by Deputy Mayor Pro Tem Connally, seconded by Council
Member Froehlich, that this Resolution be approved. The motion carried by the
following vote:

I.2 Receive a presentation regarding future plans for AT&T Internet
broadband service in Farmers Branch.
Mr. Fred Maldonado, Jr. from AT&T gave a brief presentation regarding their future
plans in Farmers Branch.
Resident Joe Dingman (13223 Glad Acres Drive) stated he would like to have
updated lines in his neighborhood and his professional office location (located on
Proton) that would allow for faster service.
I.3 Consider authorizing the City Manager to enter into an agreement
for engineering professional services with TRC to study and
review the low water flows in Farmers Branch Creek and take
appropriate action.
Stacy Wright, Environmental Health Services Director, provided an update on the
Farmers Branch Creek Study. Mr. James Machin from TRC was present for the
meeting.

I.4 Consider approving Resolution No. 2014-004 awarding a contract
to Fuquay, Inc. for sanitary sewer main rehabilitation through the
Local Government Purchasing Cooperative (BuyBoard) contract #
354-10 and take appropriate action.

Study Session Meeting to be held at 4:00 PM in Study Session Room
Hard copies of the full City Council agenda packet are accessible prior to every regularly
scheduled Tuesday Council meeting according to the following locations and schedule :
1) Manske Library on the Saturday prior to the meeting
2) Justice Center on the Friday evening prior to the meeting
3) City Hall on the day of the meeting
Additionally, the agenda packet is available for download from the City’s web site at
www.farmersbranchtx.gov after 10 a.m. on the day of every regularly scheduled City Council
meeting. This download may be accessed from any computer with Internet access, including
computers at the Manske Library and in the lobby of City Hall.
As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be
convened into closed Executive Session for the purpose of seeking confidential legal advice
from the City Attorney on any agenda item listed herein.
Any individual who wishes to speak on an agenda item should fill out a Registration Form for
Appearance before City Council (located in the back of the Council Chambers) and submit
the completed card to the City Secretary or City Administration prior to the start of the City

Pursuant to Section 551.0415 of the Texas Government Code the City Council may report on
the following items: 1) expression of thanks, congratulations or condolences, 2) information
about holiday schedules, 3) recognition of individuals, 4) reminders about upcoming city
events, 5) information about community events and 6) announcements involving an
imminent threat to public health and safety.
F. CITIZEN COMMENTS
The City Council invites citizens to speak to the City Council on any subject not listed on the
City Council agenda. Any person who desires to address the City Council on such item shall
complete and submit a Citizen Comments Registration Card to the City Secretary or City
Administration prior to the start of the City Council meeting. Those individuals will be
recognized by the Mayor during the meeting at the time the Citizen Comments Section is
reached. When your name is called please approach the speaker's podium in the center of
the Council Chambers, state your name and address for the record, and discuss the specific
subject or topic of interest. Please direct your comments to the Mayor. Each speaker will be
limited to three (3) minutes. Speaker time may not be shared with, or reserved for, other
speakers.
The City Council may not take specific action on any subject raised by a speaker during
Citizen Comments. The City Council may: have the item placed on a future agenda for
action; refer the item to the City Manager and/or staff for further study or action; briefly state
existing City policy; or provide a brief statement of factual information in response to the
inquiry.

The Mayor announces that the items of the agenda for the Regular Session have been
concluded. After a short recess, the meeting will convene for items in the Executive Session.
The meeting will then reconvene into open Regular Session after the items have been
discussed in the Executive Session to consider any necessary action.
The City Council may convene into closed Executive Session for any of the Executive
Session items listed below at anytime during the City Council Study Session or the City
Council Regular Meeting.
J. EXECUTIVE SESSION

Consider necessary action on items discussed in the Executive Session.
L. ADJOURNMENT
Farmers Branch City Hall is wheelchair accessible. Access to the building and special
parking are available at the main entrance facing William Dodson Parkway. Persons with
