STUDY SESSION Presiding: 1 - Mayor William P. No items were discussed. A.2 Receive a presentation of Communication Department video of “Above and Beyond,” regarding those that go above and beyond expectations. Tom Bryson, Communications Director, presented the video and reported it can also be accessed on the City's website, FBTV Channel 16, and You Tube. A.3 Receive a presentation on the Quad Cities Fire Training Facility Conceptual Business Plan. Fire Chief Steve Parker presented a conceptual business plan for a jointly owned and operated fire training facility. The facility would provide training opportunities for the Cities of Addison, Carrollton, Coppell, and Farmers Branch. A.4 Receive a presentation regarding citizen initiated local option election for beer and wine sales. City Attorney Pete Smith presented information relating to beer and wine sales , the role of cities, and Texas Alcohol and Beverage Commission regulations. A.5 Discuss Southbound Marsh Lane Bridge funding. City of Farmers Branch Page 1 City Council Meeting Minutes - Final February 4, 2014 Randy Walhood, Public Works Director, reported the southbound Marsh Lane bridge floods and has to be closed during heavy rainfall. City Administration applied for and received a fund matching grant that allows for the reconstruction of the bridge. Council Members voiced concerns from residents of the surrounding neighborhoods. City Council also discussed adding this as a potential bond item. The City Council directed City Administration to move forward with the project . A.6 Discuss and provide direction on possible items to include in a bond election to be held on May 10, 2014. The general consensus of the the City Council was to add $1 million to the May 10, 2014 bond election for reconstruction of the Marsh Lane bridge. Council Member Reyes requested a future agenda item to discuss shopping centers. The Study Session Meeting ended at 5:32 p.m. Mayor Glancy called the Regular Meeting to order at 6:32 p.m. B. INVOCATION & PLEDGE OF ALLEGIANCE Council Member Robinson gave the Invocation and Deputy Mayor Pro Tem Connally led the Pledge of Allegiance. C. CEREMONIAL ITEMS C.1 Recognize and accept a donation from the Texas Association of Convention and Visitor Bureaus to the Friends of the Historical Park. A motion was made by Mayor Pro Tem Fuller, seconded by Council Member Reyes, that this Donation be accepted. E. ITEMS OF COMMUNITY INTEREST Topics presented for the City Manager's Report included: CityWide Clean Up Day - to be held on Saturday, April 12 from 9 a.m. until noon at Oran Good Park; will include electronics recycling, document shredding (local residents only), prescription medication disposal by the Police Department; and household chemical collection by Dallas County Rose Garden at Gussie - there will be a rose pruning workshop on Saturday, February 8 from 10:00 a.m. until noon; everyone is invited; bring pruners and leather gloves; there will also be a planting event for David Austin Roses coming in late February or early March Electric Charging Stations at City Hall - City Hall now features three charging stations for electric vehicles (located in the west parking lot); there will be a brief ceremony and official opening of the stations on Thursday , February 6 at 2:00 p.m. Citizen Policy Academy & Citizen Fire Academy - both public safety academies are planning sessions to begin in March; limited spots available; interested residents should contact the Police or Fire Departments to apply Mark You Calendars - February 15 Vintage Baseball at the Historical Park; March 4 Star Party at the Historical Park; March 15-16 Camping Under the Stars at the Historical Park; and April 12 - Date Night in the Park F. CITIZEN COMMENTS The following persons spoke regarding the exterior paint color of Planet Fitness: Steven Morrison - 14608 Cherry Hills Paul Morrison - 2909 Bergen Robin Bernier - 13830 Heartside Pat Edmiston - 14215 Tanglewood Mike Del Valle - 3161 Whitemarsh Matt Taylor (13530 Emeline) spoke regarding issues he is having regarding Code Enforcement. G. CONSENT AGENDA Approval of the Consent Agenda A motion was made by Deputy Mayor Pro Tem Connally, seconded by Mayor Pro Tem Fuller, to approve the Consent Agenda Items G.1 and G.2. The motion carried by the following vote: Aye: 5- Mayor Pro Tem Fuller, Deputy Mayor Pro Tem Connally, Council Member Robinson, Council Member Froehlich and Council Member Reyes G.1 Consider approval of minutes of the City Council meeting held on January 21, 2014 and take appropriate action. City of Farmers Branch Page 3 City Council Meeting Minutes - Final February 4, 2014 G.2 Consider approving Resolution No. 2014-003 authorizing the City Manager to execute a Traffic Signal Reimbursement Agreement with the Texas Department of Transportation (TxDOT) and take appropriate action. This Resolution was approved. H. PUBLIC HEARINGS H.1 Conduct a public hearing and consider adopting Ordinance No. 3255 amending Planned Development No. 88 (PD-88) establishing a new "Office-1" subdistrict, new development standards for the new Office-1 subdistrict, a new "Edge Three" Street Type and a modification of "Edge One" Street Type , a new Regulating Plan, and a proposed Conceptual Site Plan. The proposed Conceptual Site Plan is specifically related to the approximate 40 acres located on the southwest corner of Wittington Place and Senlac Drive, approximately 3,500 east feet of Luna Road. Mayor Glancy opened the public hearing. Andy Gillies, Planning and Zoning Director, reported on the project. Lucy Billingsley representing the applicant was present for the meeting. Pat Canuteson, from Valwood Improvement Authority, reported on plans for the expansion of the lake. The following resident spoke: Pat Edmiston - 14215 Tanglewood Mayor Glancy closed the public hearing. REGULAR AGENDA ITEMS I.1 Receive a presentation from Atmos Energy regarding gas services in Farmers Branch. Jan Rugg, Manager of Public Affairs at Atmos Energy Corporation, provided an update on Atmos Energy gas services in Farmers Branch. I.2 Consider approving Resolution No. 2014-009 approving the Detailed Site Plan for a 2.2 acre tract located at the southwest intersection of future Morgan Parkway and the southbound frontage road of Stemmons Freeway (I-35 East) approximately 1,000 feet north of the LBJ Freeway (I-635) westbound frontage road and take appropriate action. Mr. Gillies reported due to the unique shape and size of this tract, the applicant is City of Farmers Branch Page 4 City Council Meeting Minutes - Final February 4, 2014 proposing to use this tract primarily for street access along future Morgan Parkway. A motion was made by Mayor Pro Tem Fuller, seconded by Council Member Froehlich, that this Resolution be approved. The motion carried by the following vote: Aye: 5- Mayor Pro Tem Fuller, Deputy Mayor Pro Tem Connally, Council Member Robinson, Council Member Froehlich and Council Member Reyes I.3 Receive a citizen request to terminate the Lease Agreement between Honors Academy and City of Farmers Branch. Resident Vernon Smith stated the TEA recommended revocation of the Honors Academy charter. He requested the City terminate the lease agreement between the City and Honors Academy for the property located at 13605 Webb Chapel. John Dodd, Superintendent of Honors Academy, reported an appeal had been filed with the TEA and they were waiting on the hearing date.
