STUDY SESSION Mayor Glancy called the Study Session Meeting to order at 4:00 p.m. Presiding: 1 - Mayor William P. I.7 - Mayor Pro Tem Fuller stated he received calls from residents requesting a screening wall for privacy when the Marsh Lane Bridge is reconstructed. He asked if City Administration felt there was adequate funding for the project . City Manager Gary D. Greer stated the project is a joint venture with Dallas County and the City is an advocate for the residents. Mr. Greer also reported there is some additional monies included to ensure the project is fully funded. Councilmember Froehlich asked about including approximately $5 million so funding would be available in the future in case distressed property came available. City Manager Gary D. Greer stated he was concerned that $4-5 million would not be enough money to purchase such property. After much discussion the consensus of the City Council was not to include this in the upcoming bond election. I.6 - Council Member Reyes asked if the City Attorney was still researching information relating to zoning. Peter Smith, City Attorney, reported he and the Planning & Zoning Director were still doing research and would be back with a full report for City Council soon. A.2 Receive an update on the Aquatic Center project. Jeff Harting, Parks and Recreation Director, presented an update on the Aquatic City of Farmers Branch Page 1 City Council Meeting Minutes - Final February 18, 2014 Center. He reported multiple bids were received on all major packages. He also provided current facility and staff costs as compared to the new facility . Mr. Harting also provided cost options for Summer 2014. City Council asked for recommendations relating to the cost options for Summer 2014 from the Parks and Recreation Board and the Senior Advisory Board. A.3 Discuss under producing shopping centers. Council Member Reyes asked if there was a list comparison of under producing shopping centers. City Administration will work on the project and present the information at a future City Council meeting. A.4 Discuss selection of dates for the Mid-Year Budget review workshop. City Council will hold a workshop for the Mid-Year Budget review on April 15, 2014. A.5 Discuss moving the March 4, 2014 City Council meeting to accommodate the primary election. City Council will reschedule their Tuesday, March 4, 2014 meeting to Monday, March 3, 2014. Mayor Glancy read the agenda for Executive Session items. The Study Session Meeting concluded at 5:30 p.m. J. EXECUTIVE SESSION City Council convened into Executive Session at 5:52 p.m. J.1 Discuss land acquisitions - Texas Government Code Section 551.072: Discuss purchase, exchange, lease, or value of real property in the area generally bounded by Dennis Lane, Valwood Parkway, I-635, and Webb Chapel. City Council concluded Executive Session at 6:19 p.m. K. THE CITY COUNCIL RECONVENES INTO OPEN SESSION Consider necessary action on items discussed in the Executive Session. Mayor Glancy called the Regular Session Meeting to order at 6:33 p.m. No action was taken on Executive Session. B. INVOCATION & PLEDGE OF ALLEGIANCE Council Member Robinson gave the Invocation and Mayor Pro Tem Fuller led the Pledge of Allegiance. C. CEREMONIAL ITEMS City of Farmers Branch Page 2 City Council Meeting Minutes - Final February 18, 2014 C.1 Consider Board and Commission appointments and take appropriate action. No action was taken on this item. D. REPORT ON STUDY SESSION ITEMS Deputy Mayor Pro Tem Connally reported on the following: Discussion of bond items - no items were added but City Council will look at other items for future elections Aquatic Center - City Administration presented an update on the Aquatic Center . City Council asked for recommendations relating to the cost options from the Parks and Recreation Board and the Senior Advisory Board . Shopping Centers - City Administration will present a list of under producing shopping centers at a future City Council meeting. Mid-Year Budget Workshop - A workshop for the Mid-Year Budget review will be held on April 15, 2014. Due to the March Primary election being conducted at city hall, the City Council will reschedule their Tuesday, March 4, 2014 meeting to Monday, March 3, 2014. E. ITEMS OF COMMUNITY INTEREST Mayor Glancy reported the Masonic Lodge visits area schools highlighting the importance of dental hygiene. He reported also visiting the Honors Academy. The Honors Academy students voiced to him they liked the smaller class size and that it is a better fit for them than public school. Mayor Glancy also announced charging stations for electric powered vehicles are now available at city hall. Council Member Reyes reminded everyone today is the first day for early voting for the March Primary Election. Topics presented for the City Manager's Report included: Gussie Field Watterworth Park is receiving a special designation tomorrow during an awards ceremony at the Texas Recreation and Parks Society (TRAPS) conference in Corpus Christie; Gussie will now be designated as a "Lone Star Legacy Park"; the award bestows honor only to parks that have endured the test of time and have become iconic to those who have visited, played and rested on their grounds Citizen Policy Academy - offers a Spring multi-week course of instruction to help the public to better understand the personnel, policies and procedures of the police department; contact the Police Department for more info Winter Sports Festival - there are several ongoing events at the Dr Pepper StarCenter; today featured a class on the basics of hockey; Wednesday will have instruction on figure skating; Thursday will feature curling Mark Your Calendars - March 4 Star Party at the Historical Park; March 15-16 City of Farmers Branch Page 3 City Council Meeting Minutes - Final February 18, 2014 Camping Under the Starts at the Historical Park; April 12 CityWide CleanUp Day and Date Night in the Park F. CITIZEN COMMENTS The following persons spoke John Wells (13521 Heartside) - Asked why the Visitors Guide does not mention the Senior Center. City Manager Gary D. Greer responded the guide is a marketing tool used to provide information for those who hold conventions in Farmers Branch. Mr. Wells also requested the sign at the Senior Center be changed to include Farmers Branch in the name and requested a Farmers Branch flag also be flown at the Center. Holly Burditt (2619 Lakehill, Carrollton, TX) - Stated the City has an ordinance that violates state law regarding the right to carry arms. City Attorney Peter Smith reported the matter is being investigated. G. CONSENT AGENDA Approval of the Consent Agenda A motion was made by Mayor Pro Tem Fuller , seconded by Council Member Froehlich, to approve the Consent Agenda Items G.1 and G.2. The motion carried by the following vote: Aye: 5- Mayor Pro Tem Fuller, Deputy Mayor Pro Tem Connally, Council Member Robinson, Council Member Froehlich and Council Member Reyes G.1 Consider approval of minutes of the City Council meeting held on February 4, 2014 and take appropriate action. The Minutes were approved. G.2 Consider approving Resolution 2014-010 awarding a unit price contract for the Fiscal Year 2013-2014 Pavement Marking Project to Road Master Striping, LLC and take appropriate action. This Resolution was approved. H. PUBLIC HEARINGS H.1 Conduct a public hearing and consider adopting Ordinance No. 3261, amending to Article 9, “Area Regulations” of the Comprehensive Zoning Ordinance regarding “One-Family Residence District - 6” (R-6) and take appropriate action. Andy Gillies, Planning & Zoning Director, stated as part of the effort to stimulate redevelopment in our older neighborhoods within the R-6 district it is necessary to revise the Comprehensive Zoning Ordinance to accommodate larger, modern homes on smaller lots. REGULAR AGENDA ITEMS I.1 Discuss Oncor’s tree maintenance program and service options. Jerry Bates, Oncor Area Manager, presented their utility line tree trimming program. Council Member Reyes asked how often trees are trimmed. Mr. Bates reported usually every 4 years and that residents are notified prior to any trimming taking place. Mayor Glancy mentioned exploring underground power lines throughout the City as streets are reconstructed. Mr. Bates reported there is an Underground Tariff and Agreement that is used for such a project. I.2 Receive a presentation of the Police Traffic Stop Data Analysis Report for calendar year 2013 as required by the Texas Code of Criminal Procedure Section 2.132. Police Chief Sid Fuller presented information regarding the Police Traffic Stop Analysis Report for 2013. The information will also be made available on the City's website. I.3 Consider adopting Ordinance No. 3256 amending the City of Farmers Branch Code of Ordinances, Chapter 82, Traffic and Vehicles, Article II, Division 6, Section 82-95, amending No Parking Zones on portions of Golfing Green Drive and Dennis Lane; and repealing Ordinance No. 3168, and take appropriate action. Randy Walhood, Public Works Director, provided background information on the proposed ordinance. A motion was made by Council Member Reyes, seconded by Mayor Pro Tem Fuller, that this Ordinance be adopted. The motion carried by the following vote: Aye: 5- Mayor Pro Tem Fuller, Deputy Mayor Pro Tem Connally, Council Member Robinson, Council Member Froehlich and Council Member Reyes I.4 Consider approving Resolution No. 2014-011 awarding the bid and authorizing a contract with SYB Construction Co., Inc. for the 2013-2014 water main replacements project and take appropriate action. City of Farmers Branch Page 5 City Council Meeting Minutes - Final February 18, 2014 Mr. Walhood reported the water mains on Wasina Drive from Brandywine Drive to Dennis Lane and Rolling Knoll Circle from Brookhaven Club Drive to the end will be replaced. He stated the water mains that will be replaced are approximately thirty (30) years old and in poor condition. A motion was made by Deputy Mayor Pro Tem Connally, seconded by Council Member Reyes, that this Resolution be approved. The motion carried by the following vote: Aye: 5- Mayor Pro Tem Fuller, Deputy Mayor Pro Tem Connally, Council Member Robinson, Council Member Froehlich and Council Member Reyes I.5 Consider adopting Ordinance No. 3259 ordering a general election to be held on May 10, 2014 for the purpose of electing two (2) members of the City Council for Mayor and City Council District 2 and take appropriate action. A motion was made by Council Member Robinson, seconded by Mayor Pro Tem Fuller, that this Ordinance be adopted. The motion carried by the following vote: Aye: 5- Mayor Pro Tem Fuller, Deputy Mayor Pro Tem Connally, Council Member Robinson, Council Member Froehlich and Council Member Reyes I.6 Consider adopting Ordinance No. 3262 ordering a special local option election to be held on May 10, 2014 for the purpose of submitting a proposition to the qualified voters of the City for the legal sale of beer and wine for off-premise consumption only and take appropriate action. A motion was made by Deputy Mayor Pro Tem Connally, seconded by Council Member Reyes, that this Ordinance be adopted. The motion carried by the following vote: Aye: 5- Mayor Pro Tem Fuller, Deputy Mayor Pro Tem Connally, Council Member Robinson, Council Member Froehlich and Council Member Reyes I.7 Consider adopting Ordinance No. 3263 calling for a bond election in the amount of $23,500,000 to be held within the City on May 10, 2014, making provisions for the conduct of the election and other provisions relating thereto, and take appropriate action. A motion was made by Deputy Mayor Pro Tem Connally, seconded by Council Member Robinson, that this Ordinance be adopted. The motion carried by the following vote: Aye: 5- Mayor Pro Tem Fuller, Deputy Mayor Pro Tem Connally, Council Member Robinson, Council Member Froehlich and Council Member Reyes L.
