Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City
Administration may report information on the following items: 1) expression of thanks,
congratulations or condolences, 2) information about holiday schedules, 3) recognition of
individuals, 4) reminders about upcoming City events, 5) information about community
events, and 6) announcements involving an imminent threat to public health and safety.

This agenda item provides an opportunity for citizens to address the City Council on any
matter that is not posted on the agenda. Anyone wishing to address the City Council should
complete a Citizen Comments Registration Card and submit it to the City Secretary or City
Administration prior to the start of the City Council meeting. There is a three (3) minute time
limit for each citizen to speak. Anyone wishing to speak shall be courteous and cordial. No
disparaging or inflammatory remarks directed at any member of the City Council or City staff
will be allowed.
The City Council is not permitted to take action on any subject raised by a speaker during
Citizen Comments. However, the City Council may have the item placed on a future agenda
for action; refer the item to the City Manager and/or City Administration for further study or
action; briefly state existing City policy; or provide a brief statement of factual information in
response to the inquiry.
G. CONSENT AGENDA
G.1 TMP-1213 Consider approval of minutes of the City Council meeting held on
May 19, 2015, and take appropriate action.
G.2 R2015-043 Consider approving Resolution No. 2015-043 relating to the
appointment of an Alternate Municipal Court Judge for the City of
Farmers Branch and take appropriate action.
G.3 R2015-054 Consider approving Resolution No. 2015-054 awarding a contract
to Consolidated Traffic Control, Inc. for the purchase and
installation of 3 Rapid Flash Crosswalk Systems and take
appropriate action.
G.4 R2015-058 Consider approving Resolution No. 2015-058 authorizing the
purchase, installation and maintenance of a Fire Station Alerting
System from US Digital Designs through the City’s Cooperative
Purchasing Agreement with the Local Government Purchasing
Cooperative “Buy Board” to allow the Fire Department to connect
into the North Texas Emergency Communications Center
dispatching system, and take appropriate action.
H. PUBLIC HEARINGS
H.1 ORD-3326 Conduct a public hearing and consider adopting Ordinance No.
3326 amending Planned Development No. 88 (PD-88) by changing
an approximate 6.105 acre tract of land from the “Commerce
District” to the “Urban Center”, adopting a conceptual Site Plan,
granting a Specific Use Permit for hotel use, and take appropriate
action. This site is located approximately 100 feet south of the
southwest corner of Mercer Parkway and Luna Road, also known
as 12101 and 12301 Luna Road.

H.2 R2015-036 Conduct a public hearing and consider a request for final plat
approval of Corporate Center 35, Lots 1 and 2, Block A, approving
Resolution No. 2015-036 authorizing the City Manager to execute a
Developer’s Contract with Prologis L.P., and take appropriate
action.
H.3 TMP-1212 Conduct a public hearing and consider a request for final plat
approval of Mercer Crossing South, Lot 2R, Block A, a re-plat of Lot
2, Block A, Mercer Crossing South, and take appropriate action.
I. REGULAR AGENDA ITEMS
I.1 TMP-1218 Receive a presentation from the National Weather Service
regarding the May 24, 2015 severe weather event that affected the
City of Farmers Branch.
I.2 TMP-1102 Receive a presentation from Lisa Rigby regarding services offered
by Metrocrest Community Clinic.
I.3 TMP-1233 Discuss donation from Brenda Brodrick of a Layhou Lam Nativity
display for use at the Historical Park during the Christmas Tour of
Lights and take appropriate action.
I.4 R2015-057 Consider approving Resolution No. 2015-057 authorizing execution
of a Residential Demolition/Rebuild Program Incentive Agreement
for the owner of the property located at 3127 Pebble Beach Drive
and take appropriate action.
I.5 R2015-055 Consider approving Resolution No. 2015-055 awarding a contract
with Shirley and Sons Construction Company for the Mallon Park
and Winn Park Lake Dredging project and take appropriate action.
I.6 R2015-056 Consider approving Resolution No. 2015-056 authorizing
acceptance of the Department of Homeland Security FY 2014
Assistance to Firefighters Grant #EMW-2014-FO-00460 in the
amount of $223,773 for the purchase of Self Contained Breathing
Apparatus, and take appropriate action.
I.7 R2015-042 Consider approving Resolution No. 2015-042 authorizing a License
Agreement with the Farmers Branch Community Theatre, Inc, d/b/a
The Firehouse Theatre, for use of property located at 2535 Valley
View Lane; authorizing termination of prior agreements with the
Farmers Branch Community Theatre, Inc.; and take appropriate
action.

The City Council may convene into Closed Session for any of the Closed Session items listed
below at any time during the City Council Study Session Meeting or the City Council Regular
Meeting.
Recess into Closed Session in compliance with Section 551.001 et seq. Texas Government

J.1 TMP-1240 Discuss pending and contemplated litigation - Texas Government
Code Section 551.071:
Consultation with the City’s attorneys regarding contemplated and
pending litigation and/or administrative proceedings relating to the
City’s application for Municipal Solid Waste Permit No. 1312B
pending before the Texas Commission on Environmental Quality:

J.2 TMP-1242 Discuss land acquisitions - Texas Government Code Section
551.072:
Discuss purchase, exchange, sale, lease, or value of real property
in the area generally bounded by IH-35, Webb Chapel, I-635, and
Valwood Parkway/Brookhaven Club Drive.
K. RECONVENE INTO REGULAR SESSION AND TAKE ANY ACTION
