Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City
Administration may report information on the following items: 1) expression of thanks,
congratulations or condolences, 2) information about holiday schedules, 3) recognition of
individuals, 4) reminders about upcoming City events, 5) information about community
events, and 6) announcements involving an imminent threat to public health and safety.

F. CITIZEN COMMENTS
This agenda item provides an opportunity for citizens to address the City Council on any
matter that is not posted on the agenda. Anyone wishing to address the City Council should
complete a Citizen Comments Registration Card and submit it to the City Secretary or City
Administration prior to the start of the City Council meeting. There is a three (3) minute time
limit for each citizen to speak. Anyone wishing to speak shall be courteous and cordial. No
disparaging or inflammatory remarks directed at any member of the City Council or City staff
will be allowed.
The City Council is not permitted to take action on any subject raised by a speaker during
Citizen Comments. However, the City Council may have the item placed on a future agenda
for action; refer the item to the City Manager and/or City Administration for further study or
action; briefly state existing City policy; or provide a brief statement of factual information in
response to the inquiry.
G. CONSENT AGENDA
G.1 TMP-1278 Consider approval of minutes of the City Council meeting held on
July 14, 2015, and take appropriate action.
G.2 R2015-066 Consider approving Resolution No. 2015-066 approving the
2015-2016 operating budget of the North Dallas County Water
Supply Corporation, providing an effective date, and take
appropriate action.
G.3 R2015-069 Consider approving Resolution No. 2015-069 authorizing the City
Manager to purchase audio video equipment, and implementation
services from Ford Audio-Video Systems, LLC, utilizing The
Interlocal Purchasing System (TIPS) contract pricing for audio
visual equipment and supplies, and take appropriate action.
G.4 R2015-071 Consider approving Resolution No. 2015-071 authorizing the City
Manager to approve the purchase of six replacement vehicles for
Public Works, Community Services, Parks and Recreation, and
Fleet and Facilities Management Departments in the total amount
of $152,794 from Silsbee Ford through the Houston Galveston Area
Cooperative; providing an effective date, and take appropriate
action.
H. PUBLIC HEARINGS
H.1 ORD-3332 Conduct a public hearing and consider adopting Ordinance No.
3332 granting a Specific Use Permit (SUP) allowing the
construction of a detached accessory structure (exceeding 120
square feet in size) located at 3243 Brincrest, within the One-Family
Residential District 3 (R-3), and take appropriate action.

H.2 ORD-3333 Conduct a public hearing and consider adopting Ordinance No.
3333 granting a Specific Use Permit (SUP) allowing the
construction of a detached accessory structure (exceeding 120
square feet in size) located at 3453 Pine Tree Circle, within the
One-Family Residential District 4 (R-4), and take appropriate action.
H.3 ORD-3330 Conduct a public hearing and consider adopting Ordinance No.
3330 amending Planned Development No. 81 (PD-81) to allow
limited service and extended stay hotels within the “Employment
Core” subdistrict after obtaining a Specific Use Permit (SUP) and
take appropriate action. In addition, the applicant is requesting a
Specific Use Permit (SUP) and Site Plan approval for two hotels, a
shared parking structure, and a retail/office building. The proposed
3.5 acre site is located along the eastbound frontage road of the
LBJ Freeway (I-635) approximately 600 feet west of the LBJ
Frontage Road/Luna Road intersection.
I. REGULAR AGENDA ITEMS
I.1 TMP-1280 Consider adopting a motion to place a proposal to adopt a property
tax rate of $0.602267 on the City Council agenda of September 15,
2015; schedule two public hearings on the proposed rate for
August 18, 2015 and September 1, 2015; and take appropriate
action.
I.2 TMP-1253 Discussion and presentation regarding Parks and Recreation
Department events and activities.
I.3 TMP-1273 Receive recommendation from the Historical Preservation and
Restoration Board to fund an Education Center Master Plan.
The City Council may convene into Closed Session for any of the Closed Session items listed
below at any time during the City Council Study Session Meeting or the City Council Regular
Meeting.
Recess into Closed Session in compliance with Section 551.001 et seq. Texas Government
Code, to wit:

J.1 TMP-1315 Discuss pending and contemplated litigation - Texas Government
Code Section 551.071:
Consultation with the City’s attorneys regarding contemplated and
pending litigation and/or administrative proceedings relating to the
City’s application for Municipal Solid Waste Permit No. 1312B
pending before the Texas Commission on Environmental Quality:
and City of Carrollton v. Texas Commission on Environmental
Quality et al, Cause No. D-1-GN-14-004356, 353rd Judicial District
Court, Travis County, Texas.
K. RECONVENE INTO REGULAR SESSION AND TAKE ANY ACTION
NECESSARY AS A RESULT OF THE CLOSED SESSION
