F. CITIZEN COMMENTS This agenda item provides an opportunity for citizens to address the City Council on any matter that is not posted on the agenda. Anyone wishing to address the City Council should complete a Citizen Comments Registration Card and submit it to the City Secretary or City Administration prior to the start of the City Council meeting. There is a three (3) minute time limit for each citizen to speak. Anyone wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at any member of the City Council or City staff will be allowed. The City Council is not permitted to take action on any subject raised by a speaker during Citizen Comments. However, the City Council may have the item placed on a future agenda for action; refer the item to the City Manager and/or City Administration for further study or action; briefly state existing City policy; or provide a brief statement of factual information in response to the inquiry. G. CONSENT AGENDA G.1 15-107 Consider approval of minutes of the City Council Regular Session meeting held on September 15, 2015, and take appropriate action. G.2 R2015-092 Consider approving Resolution No. 2015-092 authorizing the City Manager to approve the purchase of eight Federal Signal UltraVoice TDH Siren Control Units and software for the Outdoor Warning Sirens in the total amount of $115,023.80 from Federal Signal Safety and Security Systems, providing an effective date, and take appropriate action. G.3 R2015-093 Consider approving Resolution No. 2015-093 entering into an agreement for Fire Department Automatic Assistance with the Town of Addison, City of Carrollton, City of Coppell and City of Farmers Branch, and take appropriate action. G.4 R2015-099 Consider approving Resolution No. 2015-099 nominating Michael Hurtt as a Candidate for Election to the Board of Directors of the Dallas Central Appraisal District (DCAD) and take appropriate action. REGULAR AGENDA ITEMS H.1 R2015-094 Consider approving Resolution No. 2015-094 authorizing execution of a Residential Demolition/Rebuild Program Incentive Agreement for the owner of the property located at 2526 Fruitland Avenue and take appropriate action. The City Council may convene into executive session at anytime pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking confidential legal advice from the City Attorney on any regular or study session agenda item. I. EXECUTIVE SESSION I.1 15-115 Council may convene into a closed executive session pursuant to Section 551.071 of the Texas Government Code to deliberate regarding: · Discuss contemplated litigation - Consultation with City Attorney regarding Town of Addison water rights permit for Farmers Branch Creek. Council may convene into a closed executive session pursuant to Section 551.087 of the Texas Government Code to deliberate regarding: · Discuss commercial or financial information the city has received from a business prospect(s), and to deliberate the offer of a financial or other incentive to a business prospect(s).
