A.6 17-591 Discuss agenda items for future City Council meetings. B. EXECUTIVE SESSION B.1 17-600 Council may convene into a closed executive session pursuant to Section 551.071 of the Texas Government Code to deliberate regarding: · Consultation with City Attorney regarding Texas Commission on Environmental Quality (TCEQ) Report No. 119885 relating to TCEQ Permit Nos. 5383 and 5383A to Town of Addison for use of water in Farmers Branch Creek, pending TCEQ Complaint regarding Farmers Branch Creek. Council may convene into a closed executive session pursuant to Section 551.072 of the Texas Government Code to deliberate regarding: · Discuss the purchase, exchange, lease, or sale of real properties located at the following: 12904 Holbrook, 12923 Wilmington, and 13005 Wilmington. CEREMONIAL ITEMS D.1 TMP-2363 Presentation to Garbsen Germany exchange students visiting the Farmers Branch ISD as honorary citizens of the City of Farmers Branch. D.2 17-587 Presentation of a proclamation designating the month of October 2017 as “Fire Prevention Month” in Farmers Branch. E. REPORT ON STUDY SESSION ITEMS F. MAYOR AND CITY MANAGER'S REPORT ON ITEMS OF COMMUNITY INTEREST Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration may report information on the following items: 1) expression of thanks, congratulations or condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about upcoming City events, 5) information about community events, and 6) announcements involving an imminent threat to public health and safety. G. CITIZEN COMMENTS This agenda item provides an opportunity for citizens to address the City Council on any matter that is not posted on the agenda. Anyone wishing to address the City Council should complete a Citizen Comments Registration Card and submit it to the City Secretary or City Administration prior to the start of the City Council meeting. There is a three (3) minute time limit for each citizen to speak. Anyone wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at any member of the City Council or City staff will be allowed. The City Council is not permitted to take action on any subject raised by a speaker during Citizen Comments. However, the City Council may have the item placed on a future agenda for action; refer the item to the City Manager and/or City Administration for further study or action; briefly state existing City policy; or provide a brief statement of factual information in response to the inquiry. H. CONSENT AGENDA H.1 R2017-113 Consider approving Resolution No. 2017-113 approving a contract with Architexas - Architecture, Planning, and Historic Preservation, Inc. (Architexas) for design work relative to repair of the Old Church in the Historical Park; and take appropriate action. I. PUBLIC HEARINGS City of Farmers Branch Page 2 Printed on 10/2/2017 City Council Meeting Agenda - Final October 2, 2017 I.1 ORD-3474 Conduct a public hearing and consider adopting Ordinance No. 3474 for the amendment of the Conceptual Site Plan associated with the Planned Development District No. 90 (PD-90) for Tract 3, a property located at 4141 Blue Lake Circle and 4040 and 4100 McEwen Road; and take appropriate action. I.2 R2017-108 Conduct a public hearing and consider approval of Resolution No. 2017-108 for a Detailed Site Plan for a retail building at 13100 Senlac Drive; and take appropriate action. The City Council may convene into executive session at anytime during the Study Session or Regular Session pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking confidential legal advice from the City Attorney on any regular or study session agenda item.
