E.3 TMP-2676 Consider accepting an anonymous donation in the amount of $10,000 for landscaping at the Farmers Branch Historical Park; and take appropriate action. F. REPORT ON STUDY SESSION ITEMS G. CITY MANAGER'S REPORT AND ITEMS OF COMMUNITY INTEREST Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration may report information on the following items: 1) expression of thanks, congratulations or condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about upcoming City events, 5) information about community events, and 6) announcements involving an imminent threat to public health and safety. H. CITIZEN COMMENTS This agenda item provides an opportunity for citizens to address the City Council on any matter that is not posted on the agenda. Anyone wishing to address the City Council should complete a Citizen Comments Registration Card and submit it to the City Secretary or City Administration prior to the start of the City Council meeting. There is a three (3) minute time limit for each citizen to speak with a limit of five (5) speakers on one topic or item with a maximum of fifteen total minutes on the same topic item. Anyone wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at any member of the City Council or City staff will be allowed. The City Council is not permitted to take action on any subject raised by a speaker during Citizen Comments. However, the City Council may have the item placed on a future agenda for action; refer the item to the City Manager and/or City Administration for further study or action; briefly state existing City policy; or provide a brief statement of factual information in response to the inquiry. I. CONSENT AGENDA I.1 18-60 Consider approving minutes of the regular City Council meeting held on April 17, 2018 and the Special Called City Council meeting held on April 23, 2018; and take appropriate action. I.2 18-68 Consider excusing the absence of Council Member Mike Bomgardner from the April 23, 2018, Special Called City Council meeting; and take appropriate action. City of Farmers Branch Page 2 Printed on 4/26/2018 City Council Meeting Agenda May 1, 2018 I.3 R2018-41 Consider approving Resolution No. 2018-41, authorizing the City Manager to enter into all necessary agreements with the Texas Municipal Retirement System to extend Federal Health Insurance Benefits (Medicare) to the officers and employees of the City of Farmers Branch; and take appropriate action. I.4 R2018-42 Consider approving Resolution No 2018-42, approving the Amended and Restated Bylaws for the North Texas Emergency Communications Center; and take appropriate action. I.5 R2018-46 Consider approving Resolution No. 2018-046 denying Oncor Electric Delivery Company LLC’s application for approval of a Distribution Cost Recovery Factor to increase distribution rates within the City of Farmers Branch; and take appropriate action. I.6 R2018-44 Consider approving Resolution No. 2018-44 authorizing the City Manager to negotiate and execute an Economic Development Incentive Agreement between the City of Farmers Branch and Oakbrook Community Services Association, Inc.; and take appropriate action. I.7 ORD-3500 Consider adopting Ordinance No. 3500 amending Chapter 2, Section 2.37(f), eliminating term limits for Board of Adjustment and Planning and Zoning Commission members; and take appropriate action. J. REGULAR AGENDA ITEMS J.1 R2018-34 Consider approving Resolution No. 2018-34 authorizing execution of a Residential Demolition/Rebuild Program Incentive Agreement for the owner of the property located at 3061 Selma Lane; and take appropriate action. The City Council may convene into executive session at anytime during the Study Session or Regular Session pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking confidential legal advice from the City Attorney on any regular or study session agenda item. K. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE SESSION L.
