E. REPORT ON STUDY SESSION ITEMS F. MAYOR AND CITY MANAGER'S REPORT ON ITEMS OF COMMUNITY INTEREST Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration may report information on the following items: 1) expression of thanks, congratulations or condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about upcoming City events, 5) information about community events, and 6) announcements involving an imminent threat to public health and safety. G. CITIZEN COMMENTS This agenda item provides an opportunity for citizens to address the City Council on any matter that is not posted on the agenda. Anyone wishing to address the City Council should complete a Citizen Comments Registration Card and submit it to the City Secretary or City Administration prior to the start of the City Council meeting. There is a three (3) minute time limit for each citizen to speak with a limit of five (5) speakers on one topic or item with a maximum of fifteen total minutes on the same topic item. Anyone wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at any member of the City Council or City staff will be allowed. The City Council is not permitted to take action on any subject raised by a speaker during Citizen Comments. However, the City Council may have the item placed on a future agenda for action; refer the item to the City Manager and/or City Administration for further study or action; briefly state existing City policy; or provide a brief statement of factual information in response to the inquiry. H. CONSENT AGENDA H.1 18-72 Consider approving minutes of the regular City Council meeting held on May 1, 2018; and take appropriate action. H.2 18-74 Consider excusing the absence of Council Member Terry Lynne from the May 1, 2018 City Council meeting; and take appropriate action. H.5 R2018-49 Consider approving Resolution No. 2018-049 for a Detailed Site Plan for office / warehouse buildings located at 1903 Diplomat Drive; and take appropriate action. H.6 R2018-50 Consider approving Resolution No. 2018-050 authorizing submission of an application to Dallas County for the Fiscal Year 2018 Dallas County Community Development Block Grant program for the Havenhurst Street water and sewer replacement project; and take appropriate action. PUBLIC HEARINGS I.1 ORD-3501 Conduct a public hearing and consider adopting Ordinance No. 3501 for a Specific Use Permit for a Reflexology (Hand and Foot Massage) and Massage Business located at 12879 Josey Lane, Suite Number 115; and take appropriate action. J. REGULAR AGENDA ITEMS J.1 R2018-45 Consider approving Resolution No. 2018-45 canvassing and declaring the results of the Special Election of the City of Farmers Branch held on May 5, 2018 regarding adoption of amendments to the City Charter of the City of Farmers Branch; and take appropriate action. J.2 ORD-3503 Consider adopting Ordinance No. 3503, adopting the Home Rule Charter amendments approved by voters at the May 5, 2018 Special Election; and take appropriate action. J.3 18-66 Presentation of the Oath of Office and Certificate of Election to Council Members John Norwood, District 3; and Council Member Mike Bomgardner, District 5. J.4 18-67 Elect Mayor Pro Tem and Deputy Mayor Pro Tem; and take appropriate action. J.5 R2018-43 Consider approving Resolution No. 2018-43 authorizing execution of a Residential Demolition/Rebuild Program Incentive Agreement for the owner of the property located at 14607 Tanglewood Drive; and take appropriate action. J.7 18-77 Receive a presentation on Fire Station No. 2 Conceptual Design. The City Council may convene into executive session at anytime during the Study Session or Regular Session pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking confidential legal advice from the City Attorney on any regular or study session agenda item. K. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE SESSION L. ADJOURNMENT Farmers Branch City Hall is wheelchair accessible.
