MAYOR AND CITY MANAGER'S REPORT ON ITEMS OF COMMUNITY INTEREST Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration may report information on the following items: 1) expression of thanks, congratulations or condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about upcoming City events, 5) information about community events, and 6) announcements involving an imminent threat to public health and safety, and 7) reports from Council Liaisons to supported organizations. H. CITIZEN COMMENTS This agenda item provides an opportunity for citizens to address the City Council on any matter that is not posted on the agenda. Anyone wishing to address the City Council should complete a Citizen Comments Registration Card and submit it to the City Secretary or City Administration prior to the start of the City Council meeting. There is a three (3) minute time limit for each citizen to speak with a limit of five (5) speakers on one topic or item with a maximum of fifteen total minutes on the same topic item. Anyone wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at any member of the City Council or City staff will be allowed. The City Council is not permitted to take action on any subject raised by a speaker during Citizen Comments. However, the City Council may have the item placed on a future agenda for action; refer the item to the City Manager and/or City Administration for further study or action; briefly state existing City policy; or provide a brief statement of factual information in response to the inquiry. I.2 R2018-93 Consider approving Resolution No. 2018-093 awarding the bid for painting the elevated water storage tank located at 13333 Davis Lane north of Valley View Lane to J.R. Stelzer Company and take appropriate action. I.3 ORD-3530 Consider adopting Ordinance No. 3530 approving an annual update of the service and assessment plan and assessment roll for Mercer Crossing Public Improvement pursuant to Chapter 372 of the Texas Local Government Code; and take appropriate action. I.4 18-170 Consider approving the 2019 City Council meeting dates; and take appropriate action. J. PUBLIC HEARINGS J.1 ORD-3531 Conduct a public hearing and consider adopting Ordinance No. 3531 for a Specific Use Permit to allow an institutional use (private university) within an approximate 5,202 square foot portion of the building located at 2711 LBJ Freeway and zoned Planned Development No. 74 (PD-74); and take appropriate action. J.2 ORD-3532 Conduct a public hearing and consider adopting Ordinance No. 3532 to include an updated Municipal Drainage Utility System Fee Schedule to set forth in Section 86-521 and Appendix A of the Farmers Branch Code of Ordinances; and take appropriate action. K. REGULAR AGENDA ITEMS K.1 TMP-2910 Receive a Bond Update 2018 from the Carrollton Farmers Branch Independent School District (CFBISD). K.2 R2018-64 Consider approving Resolution No. 2018-64 authorizing the execution of a Residential Demolition/Rebuild Program Incentive Agreement for the owner of the property located at 14311 Tanglewood Dr.; and take appropriate action. K.3 R2018-94 Consider approving Resolution No. 2018-94 authorizing the City Manager to enter into a contract for services with Metrocrest Services for a total amount of $205,000; and take appropriate action. ADJOURNMENT The City Council may convene into executive session at anytime during the meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking confidential legal advice from the City Attorney on any agenda item.
