Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City
Administration may report information on the following items: 1) expression of thanks,
congratulations or condolences, 2) information about holiday schedules, 3) recognition of
individuals, 4) reminders about upcoming City events, 5) information about community events,
and 6) announcements involving an imminent threat to public health and safety, and 7) reports
from Council Liaisons to supported organizations.
G. CITIZEN COMMENTS
This agenda item provides an opportunity for citizens to address the City Council on any matter
that is not posted on the agenda. Anyone wishing to address the City Council should complete a
Citizen Comments Registration Card and submit it to the City Secretary or Mayor prior to the
start of the City Council meeting. There is a three (3) minute time limit for each citizen to speak
with a reasonable limitation on speakers on one topic or item with a maximum of fifteen total
minutes on the same topic item. Anyone wishing to speak shall be courteous and cordial.
The City Council is not permitted to take action on any subject raised by a speaker during Citizen
Comments. However, the City Council may have the item placed on a future agenda for action;
refer the item to the City Manager and/or City Administration for further study or action; briefly
state existing City policy; or provide a brief statement of factual information in response to the
inquiry.

H.1 20-89 Consider approving the following City Council meeting minute(s);
and take appropriate action

H.2 R2020-24 Consider approving Resolution No. 2020-24 authorizing an
agreement with Freese & Nichols, Inc. for professional, design
services of the FB Creek Erosion Repair E7 Project, generally
located in the 3500 block of Valley View Lane; and take appropriate
action
H.3 R2020-25 Consider approving Resolution No. 2020-25 establishing the
Mayor’s IH-35E Betterments Task Force ad hoc committee; and take
appropriate action
H.4 R2020-26 Consider approving Resolution No. 2020-26 authorizing agreement
for grounds maintenance services to Metro Landscape
Maintenance, Inc.; and authorizing future renewal terms; and take
appropriate action
H.5 R2020-28 Consider approving Resolution No. 2020-28 adopting a
Neighborhood Partnership Program; and take appropriate action

execution of a Residential Demolition/Rebuild Program Incentive

H.7 R2020-33 Consider approving Resolution No. 2020-33 authorizing the City
Council to appoint a shared member to serve on DART Board of
Directors to fill the unexpired term of office vacated by Lissa Smith;
and take appropriate action
I. PUBLIC HEARINGS
I.1 ORD-3627 Conduct a public hearing and consider adopting Ordinance No.
3627 for a Specific Use Permit to allow for on-site sale/consumption
of alcoholic beverages, within a qualifying restaurant for an
approximate 6.85-acre property located at 14221 Dallas Parkway;
and take appropriate action
I.2 ORD-3628 Conduct a public hearing and consider adopting Ordinance No.
3628 for a Specific Use Permit for a Chiropractic massage studio on
an approximate 3.45-acre property located at 13150 Senlac Drive,
Suite 160; and take appropriate action
I.3 ORD-3629 Conduct a public hearing and consider adopting Ordinance No.
3629 for a request to amend the Comprehensive Zoning Ordinance
including amending: Article 2. Zoning Districts and Uses as it
relates to allowing Commercial Amusement (Indoor) uses by right
within the Light Industrial zoning district, and Article 7. Definitions
as it relates to modifying the definitions of Amusement Commercial
(Indoor) and Amusement Commercial (Outdoor); and take
appropriate action
J. REGULAR AGENDA ITEMS
J.1 ORD-3630 Consider adopting Ordinance No. 3630 providing for the issuance
of City of Farmers Branch, Texas, General Obligation Refunding and
Improvement Bonds, Series 2020 in an aggregate principal amount
not to exceed $12,400,000; awarding the sale of said bonds; levying
a tax in payment thereof; declaring intent to reimburse certain prior
costs; approving the Official Statement, a Paying Agent/Registrar
Agreement and an Escrow Deposit Agreement; enacting other
provisions relating thereto; declaring an effective date; and, take
appropriate action

J.2 R2020-20 Consider approving Resolution No. 2020-20 approving Economic
Development Incentives pursuant to the Commercial Facade Grant
Program for 3320 Beltline Rd.; and take appropriate action
J.3 R2020-22 Consider approving Resolution No. 2020-22 approving a
Neighborhood Partnership Program application for the Wooded
Creek Wall Project; and take appropriate action
J.4 20-116 Receive an update from Deputy Mayor Pro Tem Terry Lynne on the
recent LBJ Express Homeless Clean Sweep Program along IH-635
K. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE
SESSION
L. ADJOURNMENT
The City Council may convene into executive session at anytime during the Study Session or
Regular meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of
seeking confidential legal advice from the City Attorney on any agenda item.
Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking
are available at the main entrance facing William Dodson Parkway. Persons with disabilities
planning to attend this meeting who are deaf, hearing impaired or who may need auxiliary aids
such as sign interpreters or large print, are requested to contact the City Secretary at (972)
