Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City
Administration may report information on the following items: 1) expression of thanks,
congratulations or condolences, 2) information about holiday schedules, 3) recognition of
individuals, 4) reminders about upcoming City events, 5) information about community events,
and 6) announcements involving an imminent threat to public health and safety, and 7) reports
from Council Liaisons to supported organizations.
H. CITIZEN COMMENTS
This agenda item provides an opportunity for citizens to address the City Council on any matter
that is not posted on the agenda. Anyone wishing to address the City Council should complete a
Citizen Comments Registration Card and submit it to the City Secretary or Mayor prior to the
start of the City Council meeting. There is a three (3) minute time limit for each citizen to speak
with a reasonable limitation on speakers on one topic or item with a maximum of fifteen total
minutes on the same topic item. Anyone wishing to speak shall be courteous and cordial.
The City Council is not permitted to take action on any subject raised by a speaker during Citizen
Comments. However, the City Council may have the item placed on a future agenda for action;
refer the item to the City Manager and/or City Administration for further study or action; briefly
state existing City policy; or provide a brief statement of factual information in response to the
inquiry.

I.1 20-353 Consider approving the following City Council meeting minute(s);
and take appropriate action
· June 23, 2020
I.2 R2020-83 Consider approving Resolution No. 2020-83 authorizing FY 2020-21
Dallas County Community Development Block Grant (CDBG) Cares
Act Project funds for Dennis Lane sewer main repairs; and take
appropriate action
I.3 R2020-86 Consider approving Resolution No. 2020-86 authorizing an
agreement with Premier Lighting in an amount not to exceed
$54,795 for Holiday Lighting; and take appropriate action
I.4 R2020-87 Consider approving Resolution No. 2020-87 approving Economic
Development Incentive Agreement pursuant to the Commercial
Facade Grant Program for 13810 Welch Rd.; and take appropriate
action
I.5 20-365 Consider Board and Commission appointments to the Historical
Preservation and Restoration Board; and take appropriate action

J. PUBLIC HEARINGS
J.1 ORD-3642 Conduct a public hearing and consider adopting Ordinance No.
3642 for a Specific Use Permit for a retail store to allow for beer and
wine sales for off-premise consumption on a portion of an
approximate 3.9-acre property located at 4356 Spring Valley Road;
and take appropriate action
J.2 ORD-3643 Conduct a public hearing and consider adopting Ordinance No.
3643 amending Planned Development No. 99 (PD-99),
approximately 247.4 acres located generally on the south side of
Valley View Lane, east and west of Luna Road, and approximately
19.5 acres located on the south side of LBJ Freeway, approximately
1,070 feet east of Luna Road, including but not limited to amending
Article VIII. Administration and Appendices, as it relates to
development performance standards and uses; and take
appropriate action
K. REGULAR AGENDA ITEMS
K.1 R2020-84 Consider approving Resolution No. 2020-84 directing the Dallas
County Tax Assessor-Collector to calculate the voter-approval tax
rate of the City of Farmers Branch in the manner provided for a
Special Taxing Unit; and take appropriate action
K.2 R2020-85 Consider approving Resolution No. 2020-85 amending the
development agreement between the City of Farmers Branch and
CADG mercer Crossing Holdings LLC; and take appropriate action
L. ADJOURNMENT
The City Council may convene into executive session at anytime during the Study Session or
Regular meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of
seeking confidential legal advice from the City Attorney on any agenda item.
Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking
are available at the main entrance facing William Dodson Parkway. Persons with disabilities
planning to attend this meeting who are deaf, hearing impaired or who may need auxiliary aids
such as sign interpreters or large print, are requested to contact the City Secretary at (972)
