REPORT ON STUDY SESSION ITEMS G. MAYOR AND CITY MANAGER'S REPORT ON ITEMS OF COMMUNITY INTEREST Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration may report information on the following items: 1) expression of thanks, congratulations or condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about upcoming City events, 5) information about community events, and 6) announcements involving an imminent threat to public health and safety, and 7) reports from Council Liaisons to supported organizations. H. CITIZEN COMMENTS Public Comment is your opportunity to address your City of Farmers Branch elected officials directly about issues that are important to and your community, but there is a process that must be followed : Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the meeting unless this form has been submitted. This process applies to all aspects of the agenda including public comments, specific agenda items, and public hearings. CONSENT AGENDA I.1 21-003 Consider approving the following City Council meeting minute(s); and take appropriate action · December 15, 2020 City Council meeting I.2 R2021-011 Consider approving Resolution No. 2021-011 amending the Owner and Lender Contract forms attached to the Final Report of the City of Farmers Branch Property Assessed Clean Energy (PACE) Program; and take appropriate action. Dye from the December 15, 2020, City Council meeting; and take appropriate action I.4 R2021-005 Consider approving Resolution No. 2021-005 re-establishing the Mayor’s IH-35E Betterments Task Force; and take appropriate action I.5 R2021-007 Consider approving Resolution No. 2021-007 approving a Master Agreement Governing the Master Capital Improvement Program with Dallas County; and take appropriate action. I.6 R2021-010 Consider approving Resolution No. 2021-010 approving Economic Development Incentive Agreement pursuant to the Commercial Facade Grant Program for 4600 McEwen Rd.; and take appropriate action I.7 R2021-013 Consider approving Resolution No. 2021-013 authorizing the execution of a Residential Demolition/Rebuild Program Incentive Agreement for the owner of the property located at 14325 Tanglewood Drive; and take appropriate action I.8 R2021-012 Consider approving Resolution No. 2021-012 authorizing the City Manager to purchase license plate readers (LPR’s), software, and accessories from Vigilant Solutions for two intersections for use by the police department; and take appropriate action. I.9 ORD-3673 Consider adopting Ordinance No. 3673 amending Chapter 56 of the Property Maintenance Code by adding Article IV, Owner Removal of Graffiti and establishing an offense for failure to remove; and take appropriate action I.10 R2021-003 Consider approving Resolution 2021-003 for a Detailed Site Plan amendment for an existing office/warehouse building on an approximate 1.84-acre lot located at 13375 N. Stemmons Freeway; and take appropriate action J. PUBLIC HEARINGS J.1 R2021-004 Conduct a public hearing and consider approving Resolution No. 2021-004 for a Detailed Site Plan amendment with Special Exceptions for a restaurant/retail development on an approximate 10.18-acre tract located on the south side of LBJ Freeway, approximately 1,200 feet east of Luna Road, and discuss Mercer Crossing Development performance schedule; and take appropriate action City of Farmers Branch Page 3 Printed on 1/5/2021 City Council Meeting Agenda January 5, 2021 J.2 ORD-3672 Conduct a public hearing and consider adopting Ordinance No. 3672 amending the Comprehensive Zoning Ordinance including but not limited to amending: Article 2.9. ADJOURNMENT The City Council may convene into executive session at anytime during the Study Session or Regular meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking confidential legal advice from the City Attorney on any agenda item. Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are available at the main entrance facing William Dodson Parkway.
