Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration
may report information on the following items: 1) expression of thanks, congratulations or
condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about
upcoming City events, 5) information about community events, and 6) announcements involving an
imminent threat to public health and safety, and 7) reports from Council Liaisons to supported
organizations.

Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless this form has been submitted. This process applies to all aspects of the agenda
including public comments, specific agenda items, and public hearings.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen total minutes on the same topic item. Anyone wishing to
speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at any
member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.

I.1 21-035 Consider approving the following City Council meeting minute(s);
and take appropriate action
· January 5, 2021 City Council meeting
I.2 R2021-014 Consider approving Resolution No. 2021-14 authorizing the City
Manager to execute an agreement with Home Depot Pro
Institutional to perform the Manske Library's façade improvement
through the US Communities Government Purchasing Alliance
contract in the total amount of $145,429 and take appropriate action.
I.3 ORD-3674 Consider approving Ordinance No. 3674 amending the Farmers
Branch Code of Ordinances Chapter 34 “Environment,” Article III
“Air Pollution” amending Section 34-141 “Definitions,” amending
Section 34-142 “Smoking Prohibited” in its entirety and adding
Section 34-145 “Signs and Other Requirements” to align with the
recent Comprehensive Zoning Ordinance amendment establishing
an Entertainment Overlay District and take appropriate action
I.4 ORD-3675 Consider adopting Ordinance No. 3675 amending Article V “Food
Establishment Rules” of Chapter 26 “Businesses” providing for the
regulation of food establishments operating within the City of
Farmers Branch; and take appropriate action

I.5 ORD-3676 Consider adopting Ordinance No. 3676 amending Chapter 46.75(d)
to remove Criminal Background Check for Establishments Not
Licensed by the Texas Alcoholic Beverage Commission and amend
Chapter 46.76(b) Ground for Denial of Permit for said
establishments and Repealing Section 46.85 by Renumbering
Sections; and take appropriate action
J. REGULAR AGENDA ITEMS
J.1 21-047 Economic Development & Tourism Year in Review Video update
J.2 R2021-017 Consider approving Resolution No. 2021-017 authorizing the
purchase of a 2021 Pierce custom Velocity PUC pumper for the Fire
Department through the Houston-Galveston Area Council
cooperative purchasing program in the amount of $756,471; and
take appropriate action
J.3 R2021-006 Consider approving Resolution No. 2021-006 authorizing a contract
with Fuquay, Inc. for Bee Street and Springvale Lane Sanitary
Sewer Improvements, pursuant to the 2020 Dallas County
Community Development Block Grant Program (CDBG) funds; and
take appropriate action
J.4 R2021-015 Consider approving Resolution No. 2021-015 authorizing a contract
with Fuquay, Inc. for Dennis Lane Sanitary Sewer Improvements,
pursuant to the 2020 Dallas County Community Development Block
Grant Program (CDBG) Cares Act Project funds; and take
appropriate action

L. ADJOURNMENT
The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.
Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are
available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to
attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign
