Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration
may report information on the following items: 1) expression of thanks, congratulations or
condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about
upcoming City events, 5) information about community events, and 6) announcements involving an
imminent threat to public health and safety, and 7) reports from Council Liaisons to supported
organizations.
H. CITIZEN COMMENTS
Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless this form has been submitted. This process applies to all aspects of the agenda
including public comments, specific agenda items, and public hearings.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen total minutes on the same topic item. Anyone wishing to
speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at any
member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.

I.1 21-055 Consider approving the following City Council meeting minute(s);

I.2 21-040 Consider excusing the absence of Mayor Pro Tem John Norwood
from the January 5, 2021, City Council meeting; and take

I.3 ORD-3670 Consider adopting Ordinance No. 3670 ordering a General Election
to be held on May 1, 2021 for the purpose of electing members of
the City Council for District 3 and District 5; and take appropriate
action
I.4 ORD-3680 Consider adopting Ordinance No. 3680 amending Appendix A “Fee
Schedule” relating to fees established pursuant to Chapter 26
“Businesses,” Article V Food Establishment Rules; and providing
an effective date
I.5 R2021-023 Consider approving Resolution No. 2021-023 authorizing the
execution of a Residential Demolition/Rebuild Program Incentive
Agreement for the owner of the property located at 3121 Pebble
Beach Drive; and take appropriate action
I.6 R2021-024 Consider approving Resolution No. 2021-024 authorizing the City
Manager to approve the purchase and installation of the
replacement fire alarm system at the Manske Library through the
Tarrant County purchasing program in the total amount of $99,752
and take appropriate action
I.7 ORD-3647 Consider adopting Ordinance No. 3647 amending Chapter 2
Administration, Article III Code of Ethics, by amending Section 2-278
Definitions, to add definitions of Campaign Contribution, amending
Annual Certification and adding Section 2-280 requiring Campaign
Contribution recusal for City Council; and take appropriate action
J. PUBLIC HEARINGS
J.1 ORD-3678 Conduct a public hearing and consider adopting Ordinance No.
3678 for the IH-35E Corridor Vision Study, amending the City of
Farmers Branch comprehensive plans; approximately 463 acres
generally located along both sides of IH-35E Freeway, extending
from the north city limit line to the south city line, and generally
bounded by the DART/BNSF Railroad on the west, and on the east
by Denton Drive, Rawhide Creek, Valley View Lane, the rear
property line of properties on Nestle Street, Havenhurst Street, Bee
Street, Wicker Avenue, the rear property lines of properties fronting
on Hermitage Street, the Cooks Creek Channel, and the west
property lines of the residential lots fronting Bee Street; and take
appropriate action
K. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE
SESSION

L. ADJOURNMENT
The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.
Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are
available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to
attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign
interpreters or large print, are requested to contact the City Secretary at (972) 919-2503 at least 72
hours prior to the meeting.
