Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration
may report information on the following items: 1) expression of thanks, congratulations or
condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about
upcoming City events, 5) information about community events, and 6) announcements involving an
imminent threat to public health and safety, and 7) reports from Council Liaisons to supported
organizations.
H. CITIZEN COMMENTS
Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless this form has been submitted. This process applies to all aspects of the agenda
including public comments, specific agenda items, and public hearings.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen total minutes on the same topic item. Anyone wishing to
speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at any
member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.
I. CONSENT AGENDA
I.1 21-153 Consider approving the following City Council meeting minute(s);
and take appropriate action

I.2 21-183 Consider excusing the absence of Council Member Mike
Bomgardner from the March 16, 2021, City Council meeting; and
take appropriate action
I.3 21-180 Consider Board and Commission appointments; and take
appropriate action
I.4 R2021-043 Consider approving Resolution No. 2021-043 which terminates the
local Declaration of Disaster, and orders related thereto, issued by
the Mayor of the City of Farmers Branch, Texas, on March 13, 2020;
and take appropriate action
I.5 ORD-3684 Consider adopting Ordinance No. 3684 amending the Code of
Ordinances by amending Chapter 46 to add Section 46-3 related to
the consumption of alcoholic beverages on city property, public
streets and sidewalks; and take appropriate action
I.6 R2021-045 Consider approving Resolution No. 2021-045 approving a
Neighborhood Partnership Program application for new creek wall
at 13562 Braemar Drive; and take appropriate action
I.7 R2021-049 Consider approving Resolution No. 2021-049 authorizing the City
Manager to approve the purchase and installation of furniture at the
Manske Library through the Omnia purchasing cooperative in the
total amount of $65,301; and take appropriate action
I.8 R2021-050 Consider approving Resolution No. 2021-050 authorizing the City
Manager to approve the purchase and installation of furniture at the
Manske Library through the Buy Board purchasing program in the
total amount of $58,003; and take appropriate action
I.9 R2021-042 Consider approving Resolution No. 2021-042 re-establishing the
Sustainability Committee; and take appropriate action
J. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE
SESSION
K. ADJOURNMENT
The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.
Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are
available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to
attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign
interpreters or large print, are requested to contact the City Secretary at (972) 919-2503 at least 72
hours prior to the meeting.
