In accordance with Tex. Govt. Code §551.127, notice is hereby given that (i) one or more
City Council members may be participating on a regular, non-emergency basis in this
meeting by video conference, (ii) the location of the meeting will be at Farmers Branch
City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a quorum of
the City Council will be physically present, which location will be open to the public, and
(iii) it is the intent to have the quorum of members of the City Council present at said
location for this meeting.
Study Session Meeting to be held at 3:00 p.m. with a Dinner Break at 5:15 p.m.

B.1 22-625 Council may convene into closed Executive Session pursuant to Section
551.071 (1) of the Texas Government Code regarding consultation with
Attorney regarding contemplated litigation with Netflix and streaming
networks.
Council may convene into closed executive session pursuant to Section
551.074 Personnel Deliberation and Section 551.071 (2) of the Texas
Government Code, to discuss and review a Code of Ethics complaint
against former Mayor Robert Dye, and receive a report from the City
Attorney regarding said complaint.
Council may convene into closed executive session pursuant to Section
551.074 Personnel Deliberation of the Texas Government Code, to
discuss an appointment to the position of Mayor to fill an unexpired term
until May 2023.
Council may convene into closed Executive Session pursuant to Section
551.074 Personnel Deliberation, of the Texas Government Code, to
consider the appointment, contract, and duties of the City Manager.

Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration

upcoming City events, 5) information about community events, and 6) announcements involving an
imminent threat to public health and safety, and 7) reports from Council Liaisons to supported
organizations.

Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless the Citizen Comments form has been submitted. This process applies to all action
items listed on the agenda.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone
wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at
any member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.
I. CONSENT AGENDA
I.1 22-620 Consider approving the following City Council meeting minutes; and take
appropriate action.

I.2 22-619 Consider Board and Committee appointments to the Farmers Branch
Local Government Corporation Board of Directors and the Sustainability
Committee; and take appropriate action.
I.3 R2022-142 Consider approving Resolution No. 2022-142 to name the former hockey
rink converted into a turf area to Oran Good Turf; and take appropriate
action.
I.4 ORD-3773 Consider adopting Ordinance No. 3773 removing garage sale regulations
from the Sales Code (Chapter 58) and the Sign Code (Chapter 62), and
creating new garage sale regulations, including a registration requirement,
in the Business Code (Chapter 26); and take appropriate action.
I.5 R2022-141 Consider approving Resolution No. 2022-141 awarding the purchase for
traffic signal cabinets to Paradigm Traffic Systems through the Local
Government Purchasing Cooperative (BuyBoard); and take appropriate
action.
I.6 R2022-144 Consider approving Resolution No. 2022-144 Groves Electrical Services,
Inc. contract to provide Athletic Field Lights at the Southwest Field at Oran
Good Park; and take appropriate action.

I.7 R2022-146 Consider approving Resolution No. 2022-146 awarding water meter box
unit price purchase to Apsco Supply and take appropriate action.
I.8 R2022-147 Consider approving Resolution No. 2022-147 awarding water meter
encoder unit price purchase to Republic Meter, Inc. and take appropriate
action.
I.9 R2022-148 Consider adopting Resolution No. 2022-148 authorizing the Interim City
Manager to approve the purchase of seven (7) replacement HVAC units for
$149,714 from Trane U.S. Inc. through the BuyBoard Contract; and taking
appropriate action.
I.10 R2022-150 Consider approving Resolution No. 2022-150 authorizing the purchase of
uniforms and related equipment for the Farmers Branch Police Officers
from Galls, LLC. in excess of fifty thousand dollars ($50,000.00); and take
appropriate action.
I.11 R2022-153 Consider approving Resolution No. 2022-153 authorizing the execution of
a Residential Demolition/Rebuild Program Incentive Agreement for the
owner of the property located at 13430 Castleton Drive; and take
appropriate action.
I.12 R2022-155 Consider approving Resolution No. 2022-155 approving the assignment of
3940 Spring Valley Road from TCCI Land Company, LLC to COG Dallas
Homes III, LLC; and take appropriate action.
J. PUBLIC HEARINGS
J.1 ORD-3761 Conduct a public hearing and consider adopting Ordinance No. 3761
relative to the Farmers Branch Youth Programs Standards of Care in
compliance with the Texas Human Resource Code, Chapter 42.041(b)
(14); and take appropriate action.
K. REGULAR AGENDA ITEMS
K.1 ORD-3767 Receive recommendation from the Redistricting Commission regarding
review of proposed Redistricting Maps 7, 8 and 9 using the checklist
criteria, and consider adopting Ordinance No. 3767 establishing City
Council Districts in accordance with Section 7.10 of the City Charter; and
take appropriate action.
K.2 ORD-3778 Consider appointing a qualified candidate to fill the position of Mayor for
the unexpired term ending May 2023, or consider adopting Ordinance
3778 calling a special election for January 21, 2023 for the purpose of
electing a person to fill the vacancy for the unexpired term for Mayor; and
take appropriate action.

The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.
Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are
available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to
attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign
interpreters or large print, are requested to contact the City Secretary at (972) 919-2503 at least 72
hours prior to the meeting.
