In accordance with Tex. Govt. Code §551.127, notice is hereby given that (i) one or
more City Council members may be participating on a regular, non-emergency basis in
this meeting by video conference, (ii) the location of the meeting will be at Farmers
Branch City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a
quorum of the City Council will be physically present, which location will be open to
the public, and (iii) it is the intent to have the quorum of members of the City Council
present at said location for this meeting.
Study Session Meeting to be held at 4:00 p.m. with a Dinner Break at 5:15 p.m.

exceed $1.5 million and take appropriate action.

F. ITEMS OF COMMUNITY INTEREST
Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration
may report information on the following items: 1) expression of thanks, congratulations or
condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders
about upcoming City events, 5) information about community events, and 6) announcements
involving an imminent threat to public health and safety, and 7) reports from Council Liaisons to
supported organizations.
F.1 22-688 Receive an update regarding the Carrollton-Farmers Branch
Independent School District Superintendent Search.
G. CITIZEN COMMENTS
Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless the Citizen Comments form has been submitted. This process applies to all action
items listed on the agenda.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone

any member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.
H. CONSENT AGENDA
H.1 22-674 Consider approving the following City Council meeting minutes; and
take appropriate action.

H.2 R2022-159 Consider approving Resolution No. 2022-159 creating a Home Rule
Charter Committee; and take appropriate action.

H.3 R2022-156 Consider approving Resolution No. 2022-156 authorizing a Master
Interlocal Agreement for Road and Bridge Transportation Improvements
and/or Maintenance with Dallas County; and take appropriate action.
H.4 R2022-167 Consider approving Resolution No. 2022-167 authorizing the City
Manager to execute an employment agreement with Michael Mashburn
for Deputy City Manager; and take appropriate action.
H.5 R2022-161 Consider approving Resolution No. 2022-161, authorizing the unit price
contract for the annual supply of concrete to Redi-Mix Concrete, Inc.;
and take appropriate action.
H.6 R2022-163 Consider approving Resolution No. 2022-163 authorizing the execution
of a Residential Demolition/Rebuild Program Incentive Agreement for
the owner of the property located at 3535 Pine Tree Circle; and take
appropriate action.
H.7 R2022-166 Consider approving Resolution No. 2022-166 authorizing the City
Manager to negotiate and execute an agreement for legal services in
connection with the recovery of franchise fees with the law firms of
McKool Smith, P.C., Korein Tillery LLC, and Ashcroft Sutton Reyes LLC;
and take appropriate action.
H.8 R2022-157 Consider approving Resolution No. 2022-157 awarding a contract to
Fuquay, Inc., for the 2023 Sanitary Sewer Improvements Project
through the Local Government Purchasing Cooperative; and take
appropriate action.
H.9 R2022-160 Consider approving Resolution No. 2022-160 authorizing the City
Manager to purchase two replacement air conditioning chiller units for
City Hall in the amount of $194,242 from Trane U.S. Inc. through the
Buy Board Contract; and take appropriate action.
H.10 ORD-3774 Consider adopting Ordinance No. 3774 amending Chapter 56, Property
Maintenance Code, Sections 56-32 and 56-61; and take appropriate
action.
H.11 22-684 Consider approving board appointments to the Parks and Recreation
Board, Historical Preservation and Restoration Board, and the Senior
Advisory Board; and take appropriate action.

J.1 R2022-162 Consider approving Resolution No. 2022-162 authorizing the City
Manager to negotiate and execute a design-build contract with Lee
Lewis Construction, Inc. for the construction of a Multi-Sport Facility
Project; and take appropriate action.

J.2 ORD-3776 Consider adopting Ordinance No. 3776 revising the requirements of
Chapter 56, Property Maintenance Code, Section 56-53 (Maintenance
of Crops); and take appropriate action.
J.3 22-689 Consider a report from the Investigating Attorney regarding ethics
complaints against former Mayor Robert Dye; conduct hearing on the
complaints; and take appropriate action.
K. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE
SESSION
L. ADJOURNMENT
The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.
Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are
available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to
attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign
interpreters or large print, are requested to contact the City Secretary at (972) 919-2503 at least 72
hours prior to the meeting.
